Strengthening Vietnam – India relations in a more substantive and effective manner

At the invitation of Indian Prime Minister Narendra Modi, Prime Minister Pham Minh Chinh is paying a state visit to India from July 30 – August 1. This is the first State visit to India by PM Chinh as the head of the Government of Vietnam, and the first visit to India by a Vietnamese PM in the past decade.

The visit comes after India successfully held its 18th Lok Sabha elections, with the National Democratic Alliance led by the Bharatiya Janata Party (BJP) securing victory. Prime Minister Narendra Modi was re-elected for a third consecutive term, affirming his position as a reputable and influential leader in India's current political landscape, with significant achievements in economics, science and technology, and foreign affairs over the past two tenures.

The Comprehensive Strategic Partnership between Vietnam and India has developed positively, with a solid foundation of strong relations and high political trust. Relations at the party, state, and people-to-people levels have been expanded while both sides have regularly maintained high-level visits and contacts across various channels and levels.

Defence and security cooperation is an important pillar of the relationship, with the two countries signing the Joint Vision Statement on Defence Partnership and a memorandum of understanding on mutual logistics support (in June 2022).

Both sides have effectively promoted bilateral cooperation mechanisms such as the Vietnam-India Joint Commission at the Foreign Minister level, the Vietnam-India Joint Sub-Commission on Trade, Political Consultations and Strategic Dialogues, Security Dialogues, Defence Policy Dialogues, Foreign Policy Dialogues, and Maritime Security Dialogues.

Vietnam-India trade turnover has increased 2.5 times since the two countries upgraded their relationship to a Comprehensive Strategic Partnership in 2016, reaching nearly 15 billion USD in 2023 and approximately 5.94 billion USD in the first five months of 2024.

The two countries have significant potential for trade and investment cooperation with their many strengths, such as large markets and dynamic economic development.

Recently, major Indian corporations have shown strong interest in the Vietnamese market in strategic areas such as renewable energy, processing industry, pharmaceuticals, infrastructure, and logistics. Vietjet has opened more direct flights to major Indian cities, and Vinfast has commenced construction of a car assembly and manufacturing plant in Tamil Nadu, India, with a committed investment of 2 billion USD.

Cooperation in science and technology, agriculture, energy, information and communications, education and training, culture, tourism, and people-to-people exchanges have been all developing positively; the connections between the two countries have also been strengthened.

Vietnam and India have regularly cooperated at regional and international forums and organisations, especially at the United Nations. Both sides have been supporting each other in the United Nations Security Council. Vietnam always supports India's Act East Policy as well as its regional connectivity initiatives and sub-regional development.

The relationship between the two countries maintains a positive development trajectory. The first State visit to India by Prime Minister Pham Minh Chinh reaffirms both sides' importance and aspiration to further strengthen the Vietnam-India Comprehensive Strategic Partnership. During the visit, the two countries’ leaders held discussions, meetings, and talks on directions and specific measures to continue building trust and developing bilateral relations in a substantive and effective manner in the fields of politics, diplomacy, defence, security, economics, trade, and investment.

The commitments and cooperation documents agreed during the visit will strengthen and expand multifaceted cooperation between the two countries, including the areas of India’s strengths such as healthcare, pharmaceuticals, telecommunications, electronics, energy, digital economy, and green economy.

The Prime Minister’s activities during the visit, including meetings at key Indian educational, cultural, and economic institutions and with representatives of the Vietnamese community in India, highlighted the message of Vietnam's deep integration and dynamic development while promoting great unity and national strength.
