Promoting parliamentary role in relations between Vietnam and other countries

On behalf of the leaders of the Party and State of Vietnam, National Assembly Chairman Tran Thanh Man and his spouse, will attend the 150th Assembly of the Inter-Parliamentary Union (IPU-150) and make official visits to Uzbekistan and Armenia from April 2 to 8, at the invitation of IPU President Tulia Ackson, IPU Secretary-General Martin Chungong, President of the Senate of Uzbekistan Tanzila Narbaeva, and President of the National Assembly of Armenia Alen Simonyan.

This is the NA Chairman’s first official and highest-level visit to Uzbekistan and Armenia since Vietnam and the two countries established diplomatic relations in 1992.

Established in 1889, the IPU plays a central role in parliamentary diplomacy globally, working for peace, democracy, and cooperation between peoples and parliaments.

In the context of the world situation continuing to develop complicatedly due to the impact of the trend of demarcation, policy adjustments and strategic competition between countries, the role of the IPU is increasingly vital.

Since becoming a member of the IPU in 1979, the Vietnamese National Assembly has always participated actively and responsibly in the Union's forums, holding leadership positions in IPU mechanisms many times, including successfully hosting the 132nd IPU Assembly in 2015 and the 9th Global Conference on Young Parliamentarians in Hanoi in 2023.

The contributions of the Vietnamese National Assembly are highly valued by the IPU Secretariat and its members, making an important contribution to strengthening parliamentary cooperation and promoting connectivity in the Asia-Pacific region.

The IPU-150 was themed “Parliamentary Action for Social Development and Justice”, similar to the content discussed at the United Nations, towards the Summit on Social Development scheduled in November 2025 in Qatar.

The participation of National Assembly Chairman Tran Thanh Man in the IPU-150 affirms the role and position of Vietnam as a proactive, active and responsible member of the IPU as well as regional and international parliamentary cooperation mechanisms and the positive contribution of our country in the efforts to strengthen multilateralism, cooperation and international solidarity.

At the same time, through its participation in the IPU-150, Vietnam continues to maintain and promote relations with IPU member countries and parliaments.

This year's IPU Assembly is held in Uzbekistan, a Central Asian country with a traditionally good friendship with Vietnam. Since establishing diplomatic relations in 1992, the connection between Vietnam and Uzbekistan has become increasingly solid.

In terms of politics and diplomacy, the two countries have actively implemented delegation exchanges and bilateral contacts, while maintaining coordination at international and regional forums. The Uzbekistan National Assembly established the Friendship Parliamentarians' Group with Vietnam in 2023 and has repeatedly expressed its wish for the Vietnamese National Assembly to establish a Friendship Parliamentarians' Group with Uzbekistan.

Based on increasingly enhanced political trust, trade between Vietnam and Uzbekistan from 2021 to the present has changed positively, increasing by about 25 %/year, reaching 202 million USD in 2024, up 26.5% compared to 2023.

The two sides have established the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, which has held seven meetings.

Together with Uzbekistan, the traditional friendship between Vietnam and Armenia continues to develop well.

In 1992, diplomatic relations between Vietnam and Armenia were officially established, marking a milestone in developing relations between the two countries.

Armenia considers Vietnam a key partner in the Southeast Asian region. The two sides also maintain regular contacts and exchanges of delegations at all levels, thereby enhancing political trust and mutual understanding, and creating a solid foundation for promoting cooperation in other fields.

Cooperation between the two countries' parliaments continues to be maintained, especially since the President of the Armenian parliament’s visit to Vietnam.

The Armenian Parliament established the Armenia-Vietnam Parliamentary Friendship Group in 2021.

Economic, trade and investment cooperation between Vietnam and Armenia has also been actively promoted in recent years after the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), of which Armenia is a member, came into effect in 2016.

Bilateral trade turnover in 2024 reached nearly 500 million USD, an increase of 42% compared to 2023. The two countries have established the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, which held its first session in March 2017 in Hanoi.

The working trip of National Assembly Chairman Tran Thanh Man is an active step in implementing Vietnam's foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness and activeness in comprehensive and extensive international integration.

The visit aims to affirm Vietnam's consistent policy of attaching importance to and wishing to strengthen relations with traditional friends, including Uzbekistan and Armenia, affirming its determination to work with the two countries to promote cooperation in many aspects, in the context of the increasingly important role of the Central Asia and the Caucasus region in international collaboration.

Through the visit, Vietnam also wishes to consolidate and enhance understanding, promote political dialogue at the highest level on the National Assembly channel, and exchange measures to promote cooperation between Vietnam and the two countries and create a favourable environment to promote mutually beneficial bilateral cooperation with each country, especially in economics, trade, investment, education-training, culture, sports, tourism and local coordination.

The attendance at the IPU-150 and the official visits to Uzbekistan and Armenia by National Assembly Chairman Tran Thanh Man and his spouse, along with the high-ranking delegation of the Vietnamese National Assembly, shows that parliamentary cooperation is a crucial pillar in the relations between Vietnam and other countries. At the same time, it once again affirms Vietnam's determination to strengthen connectivity, opening new chapters with more achievements in developing relations with other countries.
