The resolution’s goal is to strive for the annual admission rate of new party members in the 2020-2025 period to reach 3-4% of the total number of party members.
Unifying, focusing and expanding development space
Determining that developing party members is a key task, right at the beginning of the 2020-2025 term, the Standing Committee of the Ninh Binh Provincial Party Committee issued Directive No.05 on “Strengthening the Party’s leadership in developing party members for the 2021-2025 period”.
The directive offers many solutions, such as assigning “ordinance” targets as the basis for year-end assessment, strengthening propaganda work, raising awareness among cadres and party members about their responsibilities in developing party members, expanding the scope of Party admission, focusing on the masses including students, religious followers, workers in the non-state enterprise sector, and so on.
Continuing to specify the contents of the Directive, in July 2021, the Provincial Party Standing Committee issued Plan No.07-KH/TU on developing party members among students in the province until 2025, defining the standards and procedures for admitting party members who are students.
At the same time, the Provincial Party Standing Committee focused on solutions to strengthen the construction and enhance the role and effectiveness of party organisations and socio-political organisations in non-state enterprises in the province.
With Action Programme No.12-CTr/TU, the Provincial Party Committee adjusted the annual party membership admission target from 1,600 new party members according to the Congress target to 2,250. This provides an important basis for party organisations, committees, and branches in the Provincial Party Committee to unify and synchronise the work of developing party members.
Dang Xuan Nguyen, Secretary of the Nho Quan District Party Committee, said that implementing the Provincial Party Committee’s Directive, the Standing Committee of the District Party Committee has focused on directing the review and grasping the number of outstanding people in residential areas. Party cells assigned party members to discover and nurture outstanding people.
The District Party Committee assigned district and commune-level party committee members to be in charge of the area, regularly attend party activities with residential area party cells, and promptly remove difficulties and obstacles in the work of developing party members. In addition, the district promoted the role of socio-political organisations to actively discover, educate, and introduce outstanding people to the Party.
The results of more than 2 years of implementing the directive showed that the rate of new party members admitted to Nho Quan every year exceeded the target. Since the beginning of the term, the entire District Party Committee has admitted 1,166 new Party members, mainly outstanding people who were discovered, trained and introduced by mass organisations in residential areas.
To expand the scope of admissions, Yen Mo District Party Committee gives priority to outstanding students.
Accordingly, the local Party Committee maintains close contact with the Party Committees and principals of schools in the area, promptly guiding the work of admitting students into the Party. An Thi Que, Party Cell Secretary and Principal of Yen Mo A High School, shared that the school's Party Cell has trained and admitted 73 students into the Party since 2020.
The entire district has admitted nearly 200 students into the Party. Expanding the scope of Party membership admission has helped Yen Mo District Party Committee exceed its annual targets. From the beginning of the term to the end of 2024, the Party Committee admitted 976 new Party members out of 817 assigned targets.
Ninh Binh has many Party committees that have done a good job of developing Party members who are religious people. In 2024, Kim Son District Party Committee admitted 72 religious Party members, exceeding the set target of 20 by more than 300%.
Kim Son’s experience is that right from the beginning of the 2020-2025 term, the Standing Committee of the District Party Committee assigned specific targets for the entire term so that grassroots Party organisations can be proactive in creating sources and training new Party members.
In recent times, Trade Unions at all levels in the province have actively promoted awareness of the Party for business leaders, organised many programmes and emulation movements to discover typical factors. In 2024, 157 outstanding workers in non-state enterprises were introduced by the provincial Trade Unions for consideration and admission to the Party.
According to the Organising Committee of the Ninh Binh Provincial Party Committee, as of December 15, 2024, the province has admitted 2,730 new Party members. With this result, the Provincial Party Committee achieved 121% of the plan set for the year.
Improving the capacity and fighting strength of grassroots Party organisations
Increasing the number of young human resources for the Party has contributed to improving the capacity and fighting strength of grassroots Party organisations in Ninh Binh. Many resolutions and programs of the Provincial Party Committee have quickly come into life.
New rural construction is a key task of the Ninh Binh Provincial Party Committee in the 2020-2025 term. At Dong Phong Commune Party Committee, the task of leading the construction of new rural areas has been effectively implemented. The commune was recognised as a model new rural area right from the beginning of the term and by the end of 2022, all eight villages in the commune achieved the standards for model new rural residential areas.
According to comrade Bui Tran Du, Party Secretary and Chairman of the Commune People's Committee, this result was achieved thanks to the leadership capacity of the hamlet party cells. All resolutions and plans of the Commune Party Committee are deployed by hamlet party cells to each person.
Exemplary party members take the lead in building and expanding village roads and alleys as well as researching and testing new and effective production models, thereby spreading positive factors for people to follow. Currently, the locality is leading the district's digital transformation and moving towards building a smart new rural commune.
The joy in the first days of the new year of Yen Mo District is that it was recognised by the Government as meeting the advanced new rural standards in 2024. This achievement also comes from the efforts of the Party Committee and local authorities in promoting and mobilising people to participate in the implementation of the targets.
Village and neighbourhood Party cells have well implemented the grassroots democracy regulations, thereby mobilising huge resources among the people. The motto “People know, people discuss, people do, people inspect, people benefit” has been thoroughly implemented, contributing to building trust and consensus, with 99.82% of people expressing satisfaction.
People in the district have contributed and invested nearly 340 trillion VND in building an advanced new rural district. Many difficult tasks such as implementing key projects and programs of the province are resolved by the sense of responsibility of grassroots party organisations.
In 2022, Ninh Binh started the East-West Road Project of Ninh Binh Province (Phase 1). This is a strategic traffic project of the province, passing through 5 communes of Nho Quan District, affecting more than 800 households. During the implementation process, the team of cadres, party members of communes, villages, and hamlets, together with district and provincial agencies, worked day and night, persistently meeting, propagating, and mobilising people to implement the road opening policy.
The grassroots party committees and authorities received opinions and recommendations from the people, promptly forwarded them to the competent authorities for consideration and resolution. The efforts of the party committees, authorities, and staff were recognised by the local people, who seriously implemented the province’s policy. As a result, Nho Quan District has handed over the entire route, the section passing through the district, thus exceeding the plan assigned by the Provincial People's Committee by 1.5 months.
The consensus among the people is an important factor helping Ninh Binh implement a series of social infrastructure projects, opening many new development spaces. In 2024, Ninh Binh completed and exceeded 15/15 targets, GRDP growth rate reached 8.52%.
The provincial Party Committee has 631 grassroots party organisations that have completed their tasks well, of which 121 grassroots party organisations have completed their tasks excellently. The number of party members who have completed their tasks well is 60,691, of which 9,887 have completed their tasks excellently.
A strong party organisation and sustainable economic development are important foundations for the Ninh Binh Provincial Party Committee to firmly believe in and continue to lead the people to realise the aspiration of turning Ninh Binh into a centrally governed city with the characteristics of a millennium heritage city and a creative city in the new revolutionary period.
