Increasingly extreme climate change is posing unique risks to mountainous cities due to their complex terrain and limited resources. This reality demands a flexible, nature-based approach and response to enhance resilience, ensure sustainable development, and protect community livelihoods before the rainy and stormy season.

Prime Minister Pham Minh Chinh has issued Directive No. 04/CT-TTg to accelerate the implementation of the scheme on development of urban areas in Viet Nam in response to climate change in the 2021-2030 period.

Viet Nam is among the countries most vulnerable to climate change. To respond, the Government has issued the National Climate Change Adaptation Plan for the 2021 - 2030 period, with a vision to 2050 (Decision No. 1422/QD-TTg dated November 19, 2024). However, these plans remain largely at the policy level and have yet to receive adequate investment for specific adaptation activities.
