Viet Namese State President Luong Cuong delivered the welcome remarks at the Signing Ceremony of the United Nations Convention against Cybercrime (Ha Noi Convention) at the National Convention Centre in Ha Noi on October 25.

The United Nations Convention against Cybercrime, known as the Ha Noi Convention, includes legal and technical cooperation mechanisms such as information exchange, investigation assistance, extradition, recovery of illicit assets, and sharing of training and capacity-building experience in cybersecurity, according to Vietnamese Ambassador to Algeria Tran Quoc Khanh.
The convention, the first global legal framework on cybersecurity, unites nearly 100 nations in a collective push for a secure, humane digital ecosystem that respects national sovereignty.
The signing ceremony of the United Nations Convention against Cybercrime, also called "Ha Noi Convention", will be a high-level multilateral diplomatic event of profound political and legal significance, according to Deputy Minister of Public Security Senior Lieutenant General Pham The Tung.
