Ethnic minority people in Nghe An account for more than 14% of the province’s total population and live mainly in communes in the western part of the province. Due to the predominantly hilly and steep terrain and a lack of sustainable livelihoods, most young workers have to leave their villages for central communes in the province or other localities in search of employment.

Total state budget allocation for the national target programme on building new-style rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the 2026–2030 period is around 423 trillion VND (16 billion USD).

Socio-economic development in ethnic minority areas has always been one of the key tasks, reflecting the deep humanitarian values within the development guidelines of the Party and the State. In this regard, Dong Nai Province continues to prioritise resources to develop essential infrastructure and raise people’s incomes.
