In line with the policy of restructuring and reforming the operation of the political system, local Party committees and administrations have recently expedited the merger of administrative units and the implementation of the two-tier local government model. Initial results show a shift in mindset and working practices among grassroots officials.

Addressing the practical requirements posed by the two-tier local government model, the provinces of Thanh Hoa, Nghe An, and Ha Tinh have proactively reviewed and accurately assessed the actual capacity of the leadership and direction of cadres and civil servants, as well as the conditions ensuring the implementation of tasks in operating the new government model.
