In his opening address at the third meeting of the 14th Party Central Committee, Party General Secretary and State President To Lam delivered a message that goes beyond economic development, stressing that Viet Nam must not "become materially richer while growing poorer in culture, morality and humanity, not allow growth to widen inequality or leave vulnerable people behind."
