According to Tran Phu Thuan, Vice Chairman and Secretary-General of the Union of Vietnamese Organisations in Russia, Politburo Resolution No. 23-NQ/TW on work related to overseas Vietnamese people creates new impetus, strengthens confidence, and expands opportunities for overseas Vietnamese to contribute to the country.
