The draft law follows a new legislative mindset under the Political Bureau’s Resolution No. 66-NQ/TW on reforming lawmaking and enforcement to meet development requirements in the new era. Accordingly, the law would provide framework and principle-based regulations, while frequently changing matters would be assigned to the Government, ministries, sectors, and localities for regulation.

The Government has identified three major objectives: promptly institutionalising Party policies on land, private-sector development and national digital transformation; addressing urgent practical obstacles to unlock resources and support the goal of double-digit economic growth; and building a modern, streamlined and effective land management system through stronger decentralisation and administrative reform.

The Resolution on the orientation for amending the Land Law stipulates that the State will regulate, oversee and determine land prices when land is brought into use, while shifting from a compensation-based approach to one that ensures living conditions and livelihoods for people whose land is acquired.

The first extraordinary session of the 16th National Assembly (NA) will consider 31 key agenda items, heard a press briefing in Ha Noi on July 28.
