During the 2021-2025 period, Thanh Hoa has recorded remarkable achievements, with economic development continuing to be its top priority.
The Thanh Hoa Party Committee and People’s Committee have worked closely with central ministries and agencies to advise the government on the action programme for implementing Resolution 58.
They have also submitted proposals for the government to issue resolutions and decisions providing guidance and specifying processes and procedures for particular mechanisms and policies, as well as approving relevant plans and projects, thereby laying the groundwork for Thanh Hoa’s effective implementation of the resolution.
To date, five out of eight special mechanisms and policies have been put into practice, enabling Thanh Hoa to mobilise additional resources for development projects, shorten processing times, and create more favourable conditions regarding land, planning, and other administrative procedures for investors and businesses.
The province’s economic structure has shifted in the right direction. Agriculture, forestry, and fisheries have developed comprehensively towards large-scale, high-tech production linked with consumption markets.
Several new agricultural products have been exported, generating higher incomes for local people. Livestock farming has shifted towards high-tech, large-scale and disease-free models, resulting in rapid growth in the total number of cattle and poultry.
Thanh Hoa has also formed several production, processing, and food business chains, and 531 products have been recognised under the One Commune, One Product (OCOP) programme. Handicrafts and rural trades continue to grow, with many products proving their quality and brand value in both domestic and export markets.
Over the past five years, total social investment capital in Thanh Hoa is estimated to have reached 700.1 trillion VND, 1.14 times higher than the 2016-2020 period. The province’s annual disbursement rate of public investment capital consistently ranks among the highest nationwide. The structure of investment capital has shifted towards reducing the proportion of state capital while increasing non-state capital.
Numerous projects and production facilities have been completed and put into effective operation. The construction sector has grown by an average of 7.34% per year, while services have expanded by 8.01% annually. Export value in 2025 is expected to reach 8 billion USD, meeting the target set by the provincial Party Congress.
Thanh Hoa’s annual state budget revenue has consistently exceeded the target set by the central government and ranks among the top 10 localities nationwide in terms of budget collection. The allocation and use of state budget funds have been restructured to reduce recurrent expenditure and increase development investment, with priority given to urgent and essential tasks.
During the 2021-2025 period, Thanh Hoa’s average annual economic growth rate is estimated at 10.24%, ranking fourth nationwide and third among the 10 provinces and cities with the largest economies prior to recent administrative mergers.
The province’s economic output in 2025 is expected to reach 357.76 trillion VND, 1.9 times higher than in 2020, placing it eighth nationwide. Per capita GDP is projected to reach 3,750 USD, 1.7 times higher than in 2020.
