Thanh Hoa focuses on completing digital infrastructure

By accelerating digital transformation and applying utilities, Thanh Hoa Province has initially shifted from passively receiving and addressing issues raised by citizens and businesses to proactively serving the people.

Connecting administrative procedures

In early July, there were quite a lot of people visiting the Public Administrative Service Centre of Hac Thanh Ward to solve administrative procedures. Along with renovating the reception area, purchasing new equipment, upgrading network systems, installing surveillance cameras, the centre has assigned clear tasks to its staff, with adherence to the motto “work until the job is done.”

Ngo Thi Trang, who came to transfer the land-use certificate for over 60 square meters of residential land on Truong Han Sieu Street, Hac Thanh Ward, expressed her satisfaction with the staff’s service attitude. To meet requirements of management and handling of administrative procedures for citizens, Thanh Hoa Police have focused on building and cleaning up citizen data, digitising civil records, issuing chip-based ID cards, and collaborating with local grassroots political systems and community digital technology teams to directly assist and guide people to install and use online public service applications through the VNeID app.

So far, police at the communal level have issued electronic identification accounts to 2,780,450 people, including 2,345,435 accounts at level 2.

Before the formal implementation of the two-tier local governance system, Thanh Hoa upgraded its dedicated data transmission network and internal systems; set up online conference, management and operation software; established official websites and upgraded information technology infrastructure at the public administrative service centres of 166 communes.

Le Manh Toan, Director of Corporate and Organisational Customers at Thanh Hoa Telecommunications, shared that the company had mobilised 300 engineers to survey, design solutions, develop software, complete infrastructure systems, ensure smooth transmission lines and video conferences. It continues to direct affiliated units to accompany the Party Committee, administration, and commune police in handling arising issues, supporting people at public administrative service centres.

Since July 1, Thanh Hoa Province has operated its public service portal at https://dichvucong.gov.vn, that is the only digital gateway for people and businesses to access online administrative services.

According to Nguyen Tuan Hoa, Deputy Director of Thanh Hoa Province’s Public Administrative Service Centre, the province has publicised 2,223 administrative procedures, including 620 fully online public services and 1,383 partial online public services. After the end of the district-level administration, 50 administrative procedures were abolished, 18 were transferred to the provincial level, and 278 were decentralised to commune-level authorities for settlement.

On June 24, 2025, the Thanh Hoa Provincial People’s Council issued Resolution No. 12/NQ-HDND, exempting fees for 42 administrative procedures under the authority of the Provincial People's Council for organisations and individuals when performing administrative procedures through online public services.

These efforts have promoted digital transformation, concretised administrative reform goals, and enhanced the service responsibility of the two-tier local governance, renovated the public administration governance model.

The Central Steering Committee for Development of Science, Technology, Innovation, and Digital Transformation recognised that Thanh Hoa Province is one of the 20 localities that have completed all 16 required tasks ahead of the August 1, 2025, deadline.

Improving quality to serve people

In this term, Thanh Hoa Province has promptly issued Resolution No. 06/NQ-TU and a digital transformation project until 2025, with a vision to 2030; implementing breakthroughs in digital infrastructure, meeting the needs of building a digital government, developing a digital economy and a digital society.

Telecommunications businesses provide fixed broadband internet services and expanded 4G coverage to 99.7% of villages and hamlets; the phone subscription density is nearly 82 per 100 people, and broadband internet reaches over 73 per 100 people. The province plans to increase 5G coverage from 7% to 60% by the end of this year.

Information infrastructure and equipment in agencies and units from the provincial to the communal levels have been strengthened; electronic document interconnection between all levels of government and the Party, state, and mass organisations; sending and receiving electronic documents between state agencies and enterprises; the rate of digitally signed documents has reached 100%

Tran Duy Binh, Director of Thanh Hoa Province’s Department of Science and Technology, said that the Information Technology (IT) Centre has developed a LAN network and created software for document management, electronic information pages, and 239 online meeting rooms, meeting the needs of leadership, management, reception, and processing of documents in the electronic environment. The administrative procedure settlement system is connected to the National Public Service Portal, effectively serving the settlement of administrative records for organisations and individuals.

After two weeks of operating the two-level local governance model, Thanh Hoa Province has the highest number of online records nationwide in receiving and handling administrative procedures. However, digital infrastructure in remote, mountainous areas of the province remains limited, with nine villages lacking signal coverage and thirteen without fixed fibre optic lines.

Specialised platforms and databases still lack synchronous connection and sharing, Human resources and digital capacity in many communes are still lacking and weak; deploying digital applications and services in the socio-economic sector is hindered by uneven awareness, especially among small business owners and rural people; ensuring information and data security still has many potential risks.

Mai Xuan Liem, Vice Chairman of the Thanh Hoa Provincial People’s Committee, stated that in the immediate future, the province will focus on completing digital infrastructure, eliminating low signal areas, improving the quality of mobile information signals; review and upgrade information technology infrastructure, public administrative service centres at commune and provincial levels; complete the construction of 12 key national and specialised databases; continue to digitise, connect databases, and develop shared data warehouses; promote training and popularise digital skills for officials, civil servants, and people, support businesses in transforming to digital business models; and develop a friendly and easy-to-use digital service providing platform.

Thanh Hoa will also seriously implement Resolution No. 57/2024/NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation to build a modern, transparent, efficient digital government, digital economy, and digital society; bring the management, direction, and operation of Party, state, fatherland front, and socio-political organisations to the digital environment; provide convenient digital services and utilities for people, organisations, and businesses; create breakthroughs in administrative reform and public administration; and implement technological solutions associated with sustainable development, saving resources, and protecting the environment, thereby contributing to making Thanh Hoa a modern industrial province while aiming to raise its people’s living standards higher than the national average level.
