This was the message delivered by Ambassador Zhang Jianguo, Secretary-General of China’s Charhar Institute – a leading research institution on diplomacy and international relations in China – in an exclusive interview with a resident correspondent of Nhan Dan Newspaper in China on the significance and importance of the 14th National Congress of the Communist Party of Viet Nam. Q: The 14th National Congress of the Communist Party of Viet Nam is approaching and is a major event in Viet Nam’s political life. How do you assess the context and significance of the Congress, and what expectations do you have for its outcomes?
A: The 14th National Congress of the Communist Party of Viet Nam is being held at an important moment, when the world is undergoing profound changes unseen in a century. The current international context is marked by deep adjustments, the Fourth Industrial Revolution is surging, and the global governance system is facing new challenges and opportunities.
Against this complex backdrop, the Communist Party of Viet Nam has demonstrated outstanding leadership capacity and strategic resolve, maintaining the country’s political and social stability, achieving strong economic growth, continuously improving people’s livelihoods, and enhancing its international influence. This fully demonstrates the advantages and vitality of the socialist system in Viet Nam.
I believe the significance of this Congress lies in three aspects.
First, in theoretical terms, the Congress will continue to enrich and develop the theoretical system on building socialism in Viet Nam, providing scientific orientations for advancing the socialist cause in the country in the new era.
Second, in practical terms, the Congress will systematically review Viet Nam’s valuable experiences since the renewal process and international integration, particularly the practical achievements since the 13th Party Congress, and chart a clear roadmap for the country’s future development.
Third, at the international level, the successful organisation of the Congress will offer important lessons for developing countries in their search for development paths suited to their national conditions.

I firmly believe and expect that, under the wise leadership of the Communist Party of Viet Nam, the 14th Party Congress will elect a strong collective leadership and formulate development strategies that meet the expectations of the Vietnamese people and align with the trends of the times, enabling Viet Nam to achieve even greater accomplishments on its path of industrialisation and modernisation, and to make greater contributions to peace and development in the region and the world.
Q: Over the past five years, Viet Nam has achieved many important diplomatic accomplishments, helping to enhance its role and standing in the international arena. How do you assess these achievements?
A: Over the past five years, under the steadfast leadership of the Communist Party of Viet Nam, Viet Nam’s diplomacy has maintained strong momentum across multiple dimensions, levels and areas, demonstrating impressive diplomatic wisdom and skill. Viet Nam has consistently adhered to an independent, self-reliant foreign policy of peace, cooperation, and development, and has successfully built a balanced, practical and flexible diplomatic framework.
Under the steadfast leadership of the Communist Party of Viet Nam, Viet Nam’s diplomacy has maintained strong momentum across multiple dimensions, levels and areas, demonstrating impressive diplomatic wisdom and skill.

In my view, Viet Nam’s diplomatic achievements are mainly reflected in three aspects.
First, at the regional level, as a core member of ASEAN, Viet Nam has played an active and important role in promoting the building of the ASEAN Community, maintaining regional peace and stability, and creating favourable conditions for regional economic integration.
Second, at the global level, Viet Nam has actively participated in multilateral forums such as the United Nations (UN), the Asia-Pacific Economic Cooperation (APEC), and the World Trade Organisation (WTO), contributing Vietnamese wisdom to the reform of global governance.
Third, at the bilateral level, Viet Nam’s relations with all countries have developed comprehensively, with relations with neighbouring countries and major powers handled appropriately, creating a favourable external environment for national development.
Viet Nam’s international standing has been significantly enhanced as an inevitable result of the Communist Party and the State of Viet Nam consistently combining domestic development with foreign policy. This successful practice demonstrates that steadfastly combining independence and self-reliance with openness to the outside world, and actively participating in global governance, is an effective path for developing countries to enhance their international influence.
