Together towards the future

The Chairmen of the State Duma of the Federal Assembly of the Russian Federation and the National Assembly of People’s Power and Council of State of the Republic of Cuba have paid official visits to Viet Nam, co-chairing sessions of the Inter-Parliamentary Cooperation Committees between Viet Nam and Russia, and between Viet Nam and Cuba.

These diplomatic activities continue to affirm the important role and contribution of the parliamentary channel to the friendly and comprehensive cooperative relations between Viet Nam and its traditional partners.

Strengthening trusted ties between Viet Nam and the Russian Federation

In 2025, Viet Nam and Russia celebrate the 75th anniversary of diplomatic relations. The traditional friendship and comprehensive cooperation, built on a high level of political trust, have been further strengthened.

During the official visit to Russia by General Secretary To Lam in May 2025, when he attended the ceremony marking the 80th anniversary of Victory in the Great Patriotic War, the two countries issued a Joint Declaration outlining the major orientations for the Viet Nam–Russia Comprehensive Strategic Partnership in the new period.

The official visit to Viet Nam by Chairman of the Russian State Duma Vyacheslav Volodin, and the 4th session of the Viet Nam–Russia Inter-Parliamentary Cooperation Committee held on this occasion, mark an important step in implementing these new directions.

At a meeting with Chairman Vyacheslav Volodin, General Secretary To Lam affirmed that the visit helps consolidate political trust, strengthen the foundation, and create new momentum for the Viet Nam–Russia relationship to grow strongly and sustainably in the new era.

During talks and meetings, Vietnamese leaders expressed their wish to develop the traditional friendship and comprehensive strategic partnership with Russia in a way that matches the role of each country in the other’s foreign policy, as well as the long-standing, exemplary history of bilateral ties. Chairman Vyacheslav Volodin affirmed that Russian leaders and political parties in the State Duma always regard Viet Nam as a trustworthy and loyal partner, and are unanimous in their support for comprehensive bilateral cooperation.

The Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma was established in 2018, as the first bilateral cooperation model between the Vietnamese legislature and a foreign parliament.

At the 4th session, co-chaired by National Assembly Chairman Tran Thanh Man and State Duma Chairman Vyacheslav Volodin, both sides reaffirmed the Committee’s key role in overseeing and supporting governments in implementing high-level agreements and commitments. They noted the positive results of cooperation and proposed solutions to enhance coordination in supervising the implementation of bilateral agreements and collaboration at international parliamentary forums.

Fostering the special friendship between Viet Nam and Cuba

Taking place during the Viet Nam–Cuba Friendship Year, which marks the 65th anniversary of diplomatic relations, the official visit to Viet Nam by National Assembly Chairman Esteban Lazo Hernandez and the high-ranking Cuban delegation vividly demonstrated the special friendship between the Parties, States, and peoples of the two countries, as well as their sincere and faithful mutual support. The visit contributed to further deepening the exemplary Viet Nam–Cuba relationship and strengthening the close, effective cooperation between the two National Assemblies.

During their talks, the two Chairmen shared the view that the political and diplomatic ties between the two countries continue to flourish, with a bond of solidarity and trust reaching a new, substantive stage of development. Economic, trade, and investment cooperation have made significant progress in key areas of Cuba’s economy, becoming more practical and effective.

Several important cooperation projects have been successfully implemented in their initial phases, aligning with both sides’ strengths and needs in agriculture and food production, biotechnology and pharmaceuticals, renewable energy, and consumer goods manufacturing. Cultural, educational, and people-to-people exchanges, as well as cooperation between localities, have deepened further.

Inter-parliamentary collaboration has also been enhanced through regular exchanges of information and experience in parliamentary organisation, lawmaking, institutional development, and decision-making on national issues.

Both sides agreed on measures to strengthen cooperation in the spirit of “working together, cooperating together, developing together.” They also shared the assessment that the dynamic and substantive development of the special Viet Nam–Cuba friendship amidst complex global developments exemplifies a model of international relations.

Cuba expressed its gratitude to the Party, State, and people of Viet Nam for their sincere and wholehearted solidarity and support - both spiritual and material - during its struggle for national defence, construction, and development, especially in challenging times.

Chairman Esteban Lazo Hernandez emphasised that Cuba deeply values the participation and support of the Vietnamese people and the nationwide donation campaign in support of Cuba, viewing this as a vivid expression of the profound solidarity and the special friendship between the two nations.

By warmly welcoming the high-level Cuban delegation, Viet Nam reaffirmed its consistent policy of continuously strengthening and consolidating the traditional solidarity, special friendship, and comprehensive cooperation between the two countries, as well as its strong support for the just revolutionary cause of the Cuban Party, State, and people.
