[Video] Resolution No. 10-NQ/TW on developing the foreign-invested sector put into action

On the morning of June 30, the Politburo convened a national conference to study, disseminate and implement Resolution No. 10-NQ/TW, dated June 8, 2026, on developing the foreign-invested sector. Party General Secretary and State President To Lam attended the event and delivered a keynote address.

The conference was held in a hybrid format, connecting nearly 35,000 venues nationwide through both in-person and online participation.

In his address, Party General Secretary and State President To Lam stressed that Resolution No. 10-NQ/TW was formulated following a review of nearly 40 years of implementing the Party's policy of opening up and attracting foreign investment, marking a significant shift in development thinking. Rather than simply seeking to attract more capital, the new approach aims to make more effective use of international resources to strengthen domestic capacity, technological capability, national competitiveness and economic self-reliance.

He urged Party committees and authorities at all levels to fully grasp the spirit of the resolution and translate it into more decisive, faster and more substantive action. This includes creating a transparent and favourable investment environment while giving priority to high-tech, green transition and digital transformation projects, particularly those with commitments to technology transfer and human resources development. At the same time, he called for strict screening of projects that rely on outdated technologies, cause environmental pollution or use natural resources inefficiently.

The Party General Secretary and State President also called on ministries, sectors and localities to formulate concrete action programmes, accelerate the development of a robust domestic industrial ecosystem, and strengthen linkages between foreign-invested enterprises and Vietnamese businesses, thereby helping to realise the country's goals of rapid and sustainable development while enhancing national competitiveness in the new era.
