Viet Nam and China promote cooperation in health insurance

On May 7, in Ha Noi, Viet Nam Social Security (VSS) held a working session with a delegation from the Healthcare Security Administration of the Guangxi Zhuang Autonomous Region (China). The two sides exchanged experiences and reached agreements on cooperation in implementing health insurance policies in the near future.

During the session, representatives from Viet Nam Social Security and the Guangxi Healthcare Security Administration discussed and shared experiences focusing on several key topics, including: the implementation of health insurance policies; centralised procurement of medicines and medical supplies; and methods for payment and fund management of health insurance.

Specifically, both sides agreed to prioritise and seek to further develop cooperation in the field of health insurance in the spirit of high-level agreements reached between the leaders of the two parties and two countries during recent visits. These efforts are expected to contribute meaningfully and effectively to improving healthcare for citizens in both countries.

These issues are of practical significance, especially in the context of the two countries’ rapidly ageing populations, rising demand for health insurance-covered medical services, the expanding pharmaceutical and medical supplies sector, and increasing payouts from the health insurance fund.

Appreciating the significance of the meeting with the Chinese delegation, VSS Deputy General Director Nguyen Duc Hoa emphasised that 2025 will be an important milestone in bilateral relations, marking the 75th anniversary of diplomatic ties between Viet Nam and China (January 18, 1950 – January 18, 2025).

In line with the strategic direction for the development of bilateral relations set by the leaders of both parties and countries, Viet Nam Social Security expressed its desire to strengthen cooperation and share experience in the field of social security between the two nations.

“This is an opportunity for Viet Nam Social Security to continue improving its capacity in research, policy advice, and implementation of health insurance schemes, thereby ensuring the sustainable development of health insurance policies and improving service quality for the public,” Hoa emphasised.

Lai Vinh Dong, a representative of the Healthcare Security Administration of Guangxi Zhuang Autonomous Region, commended the achievements of Viet Nam Social Security in the field of health insurance and reaffirmed his agency’s readiness to share experience and promote more substantive and effective cooperation with Viet Nam Social Security.

At present, the Chinese Government has established a multi-tiered universal health insurance system, with the basic health insurance programme serving as its foundation. This system currently covers more than 95% of the national population.

To ensure efficient use of budgets in the pharmaceutical and medical sectors, the Chinese Government has implemented drug price management and carried out centralised, quantified bidding reforms for medicines and medical supplies. The healthcare security agencies are responsible for organising and implementing these specific tasks.

Through the discussions, both Viet Nam Social Security and the delegation from the Guangxi Healthcare Security Administration agreed to promote bilateral cooperation in health insurance in the time ahead. The aim is to help safeguard social welfare in both countries while further enhancing the Viet Nam–China comprehensive strategic cooperative partnership.
