The plant, which covers 1.8 hectares, is being built for a total cost of VND47 billion (US$2.26 million).
The facility will consist of three main components producing coloured tiles, Terrazo bricks, and fibre cement board and is designed for respective annual outputs of 60,000 square metres, 140,000 square metres, and one million tonnes.
It is expected to be put into operation by the fourth quarter of this year.
