The plans were announced in Hanoi on September 16 at a signing ceremony between the Vietnam Railways Corporation (VRC) and the Indo-Trans Logistics Corporation (ITL).

Once completed, the centre is set to become the first private investment contributed to the railway network of Vietnam.

Accordingly the ITL, through its Vietnam-based joint venture, has proposed a build–operate–transfer (BOT) project on the Yen Vien Railway Logistics Centre in the satellite district of Hanoi to construct a logistics centre and warehouse system.

This is one of four projects the VRC has submitted to the Ministry of Transport in which it is seeking private investment. The three others involve building retail stores in Song Than station in the southern province of Binh Duong as well as in the Dong Dang and Xuan Giao A stations in the northern province of Lang Son.
