The congress showed the determination to build a generation of young people with comprehensive development, rich in patriotism, strong willpower, and national pride; have revolutionary ideals, ambitions and aspirations, to build a prosperous and happy country; be ethical, have a sense of citizenship, obey the law; have health, culture, scientific and technological knowledge, life skills, profession, and the will to establish themselves, establish a career, be active and creative.
In the past term, despite the complicated and unpredictable developments of the world and regional situation, Vietnam has witnessed both challenges and opportunities. The movement and activities of the Ho Chi Minh Communist Youth Union continued to have a new development, clearly affirming the role of impulse, volunteering and creative spirit of union members and youth in socio-economic development, national defence and security, actively contributing to the process of accelerating industrialisation and modernisation of the country and international integration; create a rich and large environment for the promotion and training of young people; thereby, bringing practical effects, contributing to better solving the needs and aspirations, ensuring the legitimate rights, interests and needs of the youth.
However, there is still a situation where a part of young people shows signs of being far from revolutionary ideals, lacking confidence in the development of the country, and lacking the courage to face misinformation from hostile forces. Forecasting and capturing the situation of thoughts, aspirations, and orientation of union members and youth, in many places has not been timely, especially for young people in particular and disadvantaged areas. The quality of life and activities of the unions in residential areas, rural areas, and mountainous areas are at times, and in many places, still weak, not meeting the requirements and new circumstances.
The Party and State always pay attention, place deep trust and great expectations, and create all favourable conditions for caring, educating, fostering and promoting the role of the younger generation. The majority of young people are well aware of their responsibilities to the Fatherland and the people, always believing in the leadership of the Party and the development path of the country.
Therefore, the Youth Union needs to constantly innovate, accept and perform well in difficult and new jobs, associated with the socio-economic development needs of the country and young people, especially those related to socio-economic development.
To achieve that goal, youth programmes and movements need to focus on arousing the patriotism of young people, strongly renewing, essentially volunteering, considering this as the foundation for promoting the role and intelligence of youth; paying more attention to creative activities, mastering science and technology, international integration, always accompany young people in learning, starting a business, training and developing skills, improving physical quality, cultural and spiritual life; strongly promote and arouse the responsibility of the youth to the Fatherland and the country.
With the tasks and responsibilities of the Youth Union in the new period, the Ho Chi Minh Communist Youth Union is making great efforts and determination to build and innovate movements and action programmes towards specific effectiveness.
Party committees and authorities at all levels, need to continue to care for young people and work through the good implementation of the Party’s guidelines and the State’s policies and laws on youth. More attention should be paid to enhancing dialogues with the youth, creating opportunities and environments for young people to strive, train and develop themselves, timely orient, as well as solve and respond to legitimate problems of young people, to help the Ho Chi Minh Communist Youth Union deserve to be the pioneering force, to carry out important tasks of the country, thereby creating a breakthrough in the quality of youth union work and movement.
