16th National Assembly to convene first extraordinary session on August 3

The first extraordinary session of the 16th National Assembly will open on August 3, during which lawmakers are expected to consider and decide on 33 agenda items, according to the National Assembly Office.

The legislature will review and pass 15 draft laws and four draft resolutions, give first opinions on seven other draft laws, and decide on seven major national issues.

Among the key matters are the investment policy for the Ring Road 5 project in the Ha Noi Capital Region; adjustments to the investment policy for the Lao Cai–Ha Noi–Hai Phong railway project; the establishment of Quang Ninh City and Bac Ninh City; several issues related to the Ninh Thuan Nuclear Power Plant project; the integration of four national target programmes into a single programme; and personnel matters within the National Assembly's authority.

According to the National Assembly Office, the preparatory sitting and opening ceremony will take place on the morning of August 3, with the session expected to close on August 24.

The session will be held in person at the National Assembly House in Ha Noi and divided into two phases. The first phase will run from August 3 to the morning of August 13, while the second will take place from August 19 to August 24.

The extraordinary session is expected to last about 17 days. Lawmakers will also meet on two Saturdays (August 8 and 22) and two Sundays (August 9 and 23).

During the recess between the two phases, from the afternoon of August 13 to August 18, the National Assembly's agencies, the Government and relevant bodies will revise and finalise draft laws and resolutions based on lawmakers' comments before submitting them to the National Assembly Standing Committee for review ahead of final approval in the second phase.
