The statement was released by Secretary of Binh Duong Provincial Party Committee Nguyen Van Loi during his reception for Cuban Ambassador to Vietnam Rogelio Polanco Fuentes on March 11.
At the working session, Loi provided an overview of the province's socio-economic development in recent years, as well as major development orientations for the future.
He also shared Binh Duong’s experience in infrastructure development as a driving force for growth, which has helped the province attract over 42.5 billion USD in foreign investment, making it the third-largest economy in Vietnam.

Emphasising the long-standing friendship and solidarity between Vietnam and Cuba, built on a strong historical foundation and deep mutual affection, the secretary of the Binh Duong Provincial Party Committee highlighted that the establishment of cooperation and sisterhood relations between Binh Duong Province (Vietnam) and Artemisa Province (Cuba) in August 2023 has contributed to fostering the strong bilateral partnership between the two countries.
Binh Duong’s leader affirmed that the province’s authorities would facilitate working visits for Cuban delegations to the province.
For his part, Cuban Ambassador to Vietnam Rogelio Polanco Fuentes expressed his delight at witnessing the Vietnam-Cuba relationship entering a new phase of cooperation and friendship, marked by more practical and sustainable achievements, especially as the two countries approach their 65th anniversary of diplomatic relations (December 2, 1960 – December 2, 2025).
He emphasised that this milestone reaffirms the traditional solidarity and special friendship between Vietnam and Cuba, which has always been regarded as a valuable asset and has been nurtured by the Parties, States, and peoples of both nations.
Expressing his impression to Binh Duong’s rapid and remarkable development in recent years, Ambassador Rogelio Polanco Fuentes noted that the province’s success serves as valuable experience for Cuba to study in its economic transition process.
He also affirmed Cuba's commitment to facilitating investment opportunities for Binh Duog-based enterprises in sectors such as agriculture, livestock farming, fertiliser and pesticide production, renewable energy development, and retail. Additionally, Cuba will provide students from Binh Duong, as well as from Vietnam in general, with favourable conditions to pursue education and research in the medical field in Cuba.
