Tran Van Tuyen, from Pham Ngu Lao Commune, Hung Yen Province, shared: Several years ago, I borrowed 50 million VND in policy credit funds from the An Thi Transaction Office of the Viet Nam Bank for Social Policies to buy two cows and plant longan and pomelo trees; I also received training and was introduced to advanced techniques in animal husbandry and cultivation. To date, my family's fruit garden and livestock farming have provided us with an additional source of income, helping ease our economic difficulties and enabling us to accumulate some savings for our old age.
Tran Thi Thuy, from Hoang Hoa Tham Commune, Hung Yen Province, said: My family switched from rice cultivation to growing longan and raising fish on an area of two mau of farmland, so we needed a large amount of capital to invest in production. With the support of the commune Women's Union, my family was able to borrow 100 million VND in job creation funds from the Tien Lu Transaction Office of the Viet Nam Bank for Social Policies, which we invested mainly in planting longan trees. The longan orchard has been properly fertilised and cared for in accordance with VietGAP procedures, so the trees have grown and developed well. Although this year's longan crop has been affected by crop failure, my family's orchard is still expected to produce more than 10 tonnes of fruit, generating more than 300 million VND in revenue.
To bring more policy credit funds to the people, the Hung Yen branch of the Viet Nam Bank for Social Policies has proactively advised the Standing Committee of the Hung Yen Provincial Party Committee to issue Official Letter No. 365-CV/TU on continuing to lead and direct social policy credit activities; at the same time, it has advised the Hung Yen Provincial People's Committee to transfer hundreds of billions of VND from the local budget to supplement entrusted funds through the Hung Yen branch of the Viet Nam Bank for Social Policies, enabling poor people and other policy beneficiaries to access loans for production and business development.
As of September 30, 2026, the total credit capital of the Hung Yen branch of the Viet Nam Bank for Social Policies had reached more than 11.768 trillion VND, up 13.4% compared with December 31, 2025. Of this, locally entrusted funds amounted to more than 1.548 trillion VND, an increase of 110.5%. With policy credit funds strengthened, the Hung Yen branch of the Viet Nam Bank for Social Policies has coordinated with socio-political organisations, using an extensive network across Hung Yen Province to deliver policy credit funds directly to beneficiaries at the grassroots level, helping reduce transaction costs and creating favourable conditions for people to access capital. Socio-political organisations in Hung Yen Province have organised numerous training courses and provided transfers of advanced production and business techniques, helping their members use policy credit funds effectively and enabling many households to escape poverty and improve their living standards.
As of September 30, 2026, the total outstanding entrusted loans of the Hung Yen branch of the Viet Nam Bank for Social Policies channelled through socio-political organisations had reached more than 11.711 trillion VND, up 13% from the end of the previous year.
Through regular coordination meetings, inspections and supervision by the Boards of Representatives of the Management Boards of the Viet Nam Bank for Social Policies at all levels and the Hung Yen branch of the Viet Nam Bank for Social Policies, difficulties and obstacles at the grassroots level are promptly addressed, contributing to improving credit quality and ensuring that funds are used for the right purposes. Policy credit has been and continues to bring about positive changes in people's lives.
In 2025, disbursements of policy credit loans reached 3.516 trillion VND, with 58,239 loans provided to poor households and other policy beneficiaries. Policy credit funds helped 5,136 households escape poverty or near-poverty; supported job creation, maintenance and expansion for 15,215 workers; enabled nearly 8,341 disadvantaged pupils and students to access loans to cover their study expenses; provided loans to 236 students studying STEM-related fields; supported the construction and renovation of more than 60,000 clean water supply and rural environmental sanitation facilities; helped 202 households secure stable housing and improve their lives under Decree No. 100/2024/ND-CP; and enabled 137 people who had completed their prison sentences to obtain loans for production and business activities, stabilise their lives. In the first five months of 2026, loan disbursements reached 1.780 trillion VND, with 24,988 loans provided to poor households and other policy beneficiaries.
Policy credit funds are becoming a firm pillar of support for poor people and vulnerable groups, helping meet their capital needs, strengthen people's confidence in the Party and State's policies, ensure social security and maintain political stability at the grassroots level.
To ensure that policy credit funds continue to reach more people and effectively contribute to achieving the goal of sustainable poverty reduction, Chu Thi Bich Lan, Director of the Hung Yen branch of the Viet Nam Bank for Social Policies, said that the branch had coordinated with the Department of Finance to advise the Hung Yen Provincial People's Committee to approve a scheme to supplement local budget funds entrusted through the Viet Nam Bank for Social Policies for lending to poor people and other policy beneficiaries in Hung Yen Province through 2030. The branch aims to increase social policy credit funds to approximately 17.8 trillion VND by 2030, with an average annual growth rate of around 10%, of which locally budgeted entrusted funds will exceed 2.7 trillion VND, accounting for at least 15% of total capital. In 2026, the provincial budget will allocate an additional 500 billion VND to supplement entrusted funds. Efforts will be stepped up to disseminate the Party and State's policies on policy credit, as well as examples of advanced models that have effectively implemented policy credit. The 2026 credit plan targets will be effectively implemented. The quality of savings and credit groups will continue to be consolidated and improved, ensuring that they meet the requirements for carrying out entrusted tasks in the new situation.
