Specifically, the establishment of a high-tech agricultural zone must fulfil the ensuing criteria: the proposed area must fall within a development space, orientation, or development direction identified in a regional or provincial plan approved by the competent authority, and must have been allocated land-use targets under the provincial land-use planning, and plan.
The high-tech agricultural zone must guarantee seamless external connectivity with transport infrastructure and technical infrastructure systems; have plans for cooperation and linkages with science and technology organisations and universities specialising in agriculture and the environment; promote cooperation in production, and the commercialisation of scientific products; and possess natural conditions suited to the zone’s development objectives.
A high-tech agricultural zone must have sufficient land to accommodate activities required to fulfil the functions and tasks stipulated enshrined in Article 4 of this Decree and to meet long-term development needs. The space within the zone must be configured logically and must not be fragmented or dispersed. Its technical infrastructure must be synchronised and meet requirements for management, upkeep, maintenance, national defence, security, and environmental protection.
The zone must have a comprehensive and feasible resource-use plan to underwrite the continuous operation of its activities and the implementation of its development orientations. It must also have plans to strengthen research capacity and to attract, employ, and train high-quality personnel, and innovation management staff.
In addition, the zone should fortify collaboration with science and technology organisations, research institutes, universities, businesses, and cooperatives; and have plans to develop markets for high-tech products, as well as to protect and exploit intellectual property rights.
The decree took effect on July 1, 2026.
