The plan aims to establish an integrated system to connect, consolidate, and utilise video surveillance data, image analytics, and event data generated from camera systems used for security, public order, violation handling, and traffic management. It ensures secure transmission and storage, along with controlled data sharing with smart urban monitoring and operations centres in full compliance with legal regulations and the authority of specialised management agencies.
The system is designed to enhance real-time monitoring capacity, thereby enabling the timely detection of incidents and facilitating early warning and rapid response to situations related to security and public order, traffic safety, fire prevention, and firefighting, as well as search and rescue operations by the People’s Public Security forces.
The first phase, from April 1 to September 30, 2026, will focus on preparation and pilot implementation in Ha Noi, Gia Lai, and An Giang (including the Phu Quoc special administrative zone).
The second phase, from October 1, 2026, to December 31, 2027, will focus on integrating surveillance camera systems for security, public order, violation handling, and traffic management; connecting them to the national population database; and enabling data sharing with smart urban monitoring and operations centres. This phase will support state management in ensuring security and public order, while contributing to socio-economic development across all 34 provinces and cities.
The third phase, from January 1, 2028, will expand connectivity to camera systems developed through socialised investment, including those operated by organisations, enterprises, business establishments, and households to local monitoring networks under agreed mechanisms, ensuring full compliance with regulations on security, information safety, and personal data protection.
