The draft documents include the draft Political Report of the 13th Party Central Committee to the 14th National Congress of the Communist Party of Viet Nam; the draft Report on the Theoretical and Practical Review of 40 years of socialist-oriented economic reforms; and the draft Report on an assessment of 15 years of implementing the Party Charter (2011–2025) with proposed amendments.
The 14th National Congress of the Communist Party of Viet Nam is a major political event taking place amid rapid, unpredictable, and complex changes in the international and regional landscape. After 40 years of the renewal process initiated and led by the Party, Viet Nam’s potential, stature, and international standing have reached new heights. From a backward, food-deficient country, Viet Nam has risen out of poverty to become a developing nation with middle-income status. This remarkable achievement is the result of the Party’s sound leadership, as well as the unity, determination, and tireless efforts of the entire nation.
The achievements gained through the past 40 years of building socialism in Viet Nam are a source of pride, motivation, and vital strength — forming the foundation of faith that enables the entire Party, people, and armed forces to overcome challenges and continue steadfastly along the path of comprehensive, harmonious, rapid, and sustainable national development.
In implementation of Politburo Directive No. 45-CT/TW (dated April 14, 2025) on Party congresses at all levels leading up to the 14th National Congress, Party committees and organisations from the central to grassroots levels have, over recent months, carried out two major tasks simultaneously with great determination and effort — both preparing for Party congresses at all levels and conducting a comprehensive “revolution” in streamlining the organisational apparatus to enhance the effectiveness and efficiency of the political system.
With a spirit of innovation and determination in leadership, direction, and implementation, Party committees and organisations have carefully and democratically prepared for the congresses at all levels in a systematic, democratic and disciplined manner. During these congresses, the discussion and contribution of feedback to the draft documents for the 14th National Party Congress have been carried out in a serious manner, vividly reflecting the enthusiasm, dedication, and sense of responsibility of Party members and delegates.
With a breakthrough mindset, during the process of finalising the draft documents for the 14th National Congress, at its 12th Plenum, the 13th Party Central Committee decided to integrate three draft documents — the Political Report, the Socio-Economic Report, and the Report on Party Building — into a unified Political Report following a coherent and consistent structure. This integration ensures both inheritance and innovation, marking an institutional breakthrough in the Party’s policy and guideline formulation process, expressed through both the form and substance of its resolutions.
The reality of the renewal process initiated and led by the Party has demonstrated that, alongside the Party’s sound and creative guidelines, the support and active participation of the people serve as a solid foundation for building, protecting, and developing a prosperous and happy nation.
As an expression of the Party’s renewed leadership approach and a contribution to improving the quality of comprehensive national development strategies and policies, the process of gathering opinions on the draft documents for the 14th National Party Congress is an important and consistent task in every Party Congress. It embodies the theoretical depth and intellectual strength of the Party while also expressing the faith, aspirations, and unity of the entire nation — a vivid manifestation of the harmony between the Party’s will and the people’s heart.
