One notable target is that by 2030, 100% of concentrated agricultural, forestry and fishery commodity production areas will have access to comprehensive services for traceability, quarantine, inspection, testing, quality certification, processing and market development.
This objective reflects the growing importance of technical trade barriers, which are increasingly becoming a decisive factor in determining the market access of agricultural exports.
The plan requires all 34 provinces and cities to incorporate agricultural logistics into their planning and allocate resources for the development of logistics infrastructure, with a particular focus on warehouses, storage facilities, transport vehicles and services tailored to local agricultural production, while ensuring connectivity with regional logistics hubs, seaports, expressways and border gates.
Integrating logistics into each locality's agricultural development strategy on the basis of regional linkages will enable local authorities to proactively address the missing links in supply chains. At the same time, it will help overcome fragmented and uncoordinated development, gradually establishing a comprehensive and integrated logistics network to support agricultural production and exports.
In parallel, the target of having 80% of agricultural logistics enterprises adopt advanced technologies and digital transformation will provide a solid foundation for developing digital supply chains, including the application of artificial intelligence (AI), blockchain technology and Big Data in cold chain management, product traceability and real-time transport monitoring.
These technologies will help shorten delivery times, reduce costs and improve the efficiency of goods circulation, while enabling businesses to monitor the entire journey of each shipment and respond promptly to any issues that may arise.
The plan also seeks to promote the development of green logistics chains linking regions across the country as well as regional and international markets through multimodal transport systems. This is seen as a proactive approach to capitalising on the global trend towards green economic development.
At present, although many of Viet Nam's agricultural products enjoy significant advantages in terms of productivity, output and quality, their export competitiveness remains constrained by high logistics costs, underdeveloped cold chain infrastructure, and limited testing and traceability capacity.
A modern logistics system will therefore serve as a catalyst for transforming production advantages into commercial advantages, enabling agricultural products to reach markets more quickly and efficiently while generating greater added value.
