During its 15th meeting, from June 27-30 in Hanoi, the commission issued a warning against Phan Thi My Thanh, Deputy Secretary of the Party Committee and Head of the National Assembly delegation of the southern province of Dong Nai.
According to the commission, while working as Director of the provincial Department of Industry and Trade and Secretary of the Party Committee of Nhon Trach district, Thanh joined the management team of Cuong Hung Ltd. Co. which was co-founded by her husband, meaning Thanh violated the Law on Anti-Corruption.
While holding the position of Vice Chairwoman of the provincial People’s Committee, Thanh committed various violations, including the signing documents to allow the Cuong Hung company to invest in a commercial residential project in Phuoc Tan commune, violating the anti-corruption law and Party regulations.
Thanh also signed committee documents she was not authorised to sign, allowing the company to trade construction materials and lease premises, violating the regulations of the provincial People’s Committee.
Thanh also signed documents providing financial support for land clearance task for a Build-Operate-Transfer road project without asking for agreement from the provincial People’s Committee or reporting to the provincial People’s Council, therefore violating investment regulations.
During the meeting, the commission also proposed disciplinary action against Deputy Minister of Trade and Industry Ho Thi Kim Thoa.
According to the commission, while holding the position as Party Committee Secretary and Director of Dien Quang Lamp Company, from January 2004 to May 2010, Thoa violated regulations on business equitisation and procedures and the illegal handling of loan interest exempted from banks worth VND6.7 billion (some US$298,000).
She also violated State regulations on land management when the Dien Quang Company signed a contract to jointly invest in land in HCM City, with Vietnam Investment Construction Trade JSC without agreement from the land owner and relevant authorities. She did not report to the relevant authorities, while illegally handling revenue worth VND30 billion (US$1.3 million) for transferring the rights to exploit the land slot.
Thoa also bought shares exceeding the allowed levels and violated Dien Quang Company’s regulations on share transfer.
Also at the meeting, the commission deliberated on various draft amendments and supplements to Regulation No.181-QD/TW of the Politburo on disciplinary measures against violating Party members.
