Amid the surging revolutionary movement in the South in October 1929, Comrade Pham Huu Lau, an outstanding son of Hoa An, Cao Lanh, was admitted to the Party, becoming the nucleus of the revolutionary movement in the locality.

This event played an important role in enabling the Hoa An Revolutionary Youth Association to be recognised as the first An Nam Communist Party Cell of the province, igniting the patriotic flame, and driving the local revolutionary movement.

The An Nam Communist Party Cell was a unique Party organisation, with a proud and heroic revolutionary tradition.

Tran Tri Quang, Chairman of the People’s Committee of Dong Thap Province, delivered remarks at the inauguration ceremony.

To commemorate this historic milestone, Dong Thap Province built, in 1995, a memorial stele in the Mu U Garden, Hoa An Village, where the first Party Cell was established. In 2001, the site was recognised as a revolutionary historical relic.

“The authorities at all levels, especially those in Cao Lanh Ward, should continue to pay attention to the management, preservation, and promotion of the relic’s value, and regularly organise practical activities for revolutionary tradition education so that this memorial truly becomes a place to nurture the ideals and aspirations of dedication for younger generations, while enriching the treasure of revolutionary heritage of the entire nation,” emphasised Tran Tri Quang, Chairman of the People’s Committee of Dong Thap Province.

The memorial site project was funded by the provincial budget with targeted support and the budget of Cao Lanh City.

The project was implemented on an area of over five hectares, capitalised with 145 billion VND. It includes three main components: the memorial house of the An Nam Communist Party Cell, which preserves valuable artefacts and images of the cell’s formation, together with a solemn commemorative space dedicated to Comrade Pham Huu Lau – a prominent pioneer leader of the Party and the Vietnamese revolution – and Comrade Tran Thi Nhuong – the first female Party Secretary of Sa Dec Province (now Dong Thap Province).

The complex also includes the Cao Lanh land tradition house – recreating the history, culture, and qualities of the people of Cao Lanh through different periods, and a peace symbol; along with a system of yards, roads, trees, lighting, and auxiliary works.

The memorial site is equipped with a display space that combines both traditional and modern elements.
