Voters and people nationwide express confidence in Party leadership

Voters and people across the country have expressed great satisfaction, optimism, and confidence in the leadership of the Party, headed by To Lam, General Secretary of the Communist Party of Viet Nam Central Committee and State President. They have also highly appreciated the achievements in Party building and expressed confidence in the Party's determination to combat corruption, wastefulness, and negative practices.

Continuing the second session of the 16th National Assembly (NA), deputies convened for a plenary meeting to hear a report summarising opinions and recommendations from voters and people nationwide submitted to the session, along with a report on the results of supervising the handling of and responses to voters' recommendations submitted to the first session of the 16th NA.

Voters and people appreciate reforms by the 16th NA

Presenting the report at the meeting, Bui Thi Minh Hoai, President of the Viet Nam Fatherland Front Central Committee, said that in preparation for the second session of the 16th NA, the Presidium of the Viet Nam Fatherland Front Central Committee had received 2,814 submissions containing opinions and recommendations from voters and people nationwide, along with 2,805 opinions and recommendations through the 24/7 Digital Fatherland Front platform.

Voters and people expressed satisfaction, optimism and confidence in the leadership of the Party, headed by Party General Secretary and President To Lam; the NA’s timely support; the government's decisive management; and the efforts of the entire political system, business community, and people.

Thanks to these efforts, the country has overcome difficulties and challenges, safeguarded national sovereignty, maintained political stability, and recorded achievements across socio-economic fields. Economic growth in the first nine months of 2026 accelerated from quarter to quarter, reaching 9.95% in the third quarter — a high growth rate by global standards. National defence and security were maintained, social order and safety were ensured, and people's living standards improved.

Voters and people nationwide, together with overseas Vietnamese, also expressed satisfaction and confidence following the success of the 14th National Party Congress and the elections of deputies to the 16th NA and People's Councils at all levels for the 2026-2031 tenure.

They expressed their hope that the Party’s major policies and resolutions would be implemented in a coordinated and effective manner, bringing about strong, positive changes in the political system and social life.

Voters and people highly appreciated the reforms undertaken by the 16th NA. At its first session, alongside consolidating the organisational apparatus and electing senior state leaders in accordance with the law, the NA immediately focused on legislative work.

At its first session and first extraordinary session, the NA promptly considered, amended, supplemented, and adopted numerous important laws and resolutions, establishing a legal framework for achieving national development goals. Particular attention was given to improving the organisation and operation of the two-tier local government system, supporting double-digit economic growth, and improving people’s living standards.

People also welcomed the Party and State’s efforts to implement social welfare policies and support the poor and vulnerable groups.

In particular, the 500-day-and-night campaign to accelerate the search for, collection, and identification of martyrs' remains has evoked profound emotions and deep gratitude towards the heroes and martyrs who sacrificed their lives for national independence and freedom.

Voters and people also took a keen interest in and highly appreciated the achievements in building a clean and strong Party and political system.

They expressed confidence in the Party's determination to combat corruption, wastefulness, and negative practices, while closely following and supporting the handling of major cases involving economic crimes, counterfeit goods, fake medicines, counterfeit health supplements, and online fraud.

Voters concerned about online scams, counterfeit goods, and environmental pollution

However, alongside the positive assessments and expressions of support, Bui Thi Minh Hoai said voters and people continued to have concerns about several issues.

They were worried that complicated and unpredictable global developments would continue to disrupt supply chains and imports and exports, placing direct pressure on business production and operations as well as people's livelihoods.

Voters and people also remained concerned about increasingly sophisticated online scams, particularly the misuse of artificial intelligence to fabricate information and data for fraudulent purposes.

Other concerns included increasingly complicated drug-related crime, violence among young people, fire and explosion risks, traffic accidents, and drowning incidents.

Food safety, counterfeit goods, fake medicines, and counterfeit health supplements have also caused anxiety.

Voters and people expressed concern about misconduct and examination fraud in some localities, as well as environmental pollution, particularly air pollution and persistent flooding in several major cities.

They also raised concerns about delays in processing administrative procedures in certain localities due to a lack of synchronisation in technical infrastructure and insufficient data interoperability.

Procedures for issuing land-use rights certificates remained slow in some areas, causing inconvenience to residents.

Another concern was the slow progress in repurposing surplus government office buildings following the merger of administrative units, leading to deterioration and waste.

Calls for fundamental measures to prevent online scams and high-tech crime

Based on the opinions and recommendations of voters and people, the Presidium of the Viet Nam Fatherland Front Central Committee proposed that the Party and State continue directing efforts to resolve difficulties and obstacles in operating the two-tier local government system.

It stressed the need to ensure that the decentralisation and delegation of authority are accompanied by adequate personnel, funding, facilities, and other necessary conditions for carrying out assigned tasks.

The Presidium also recommended that the NA and government continue improving policies and laws in a coordinated manner, while focusing on resolving difficulties and shortcomings relating to land, compensation, support, resettlement, and housing.

It called on the Government to continue addressing obstacles to private-sector development, enabling small and medium-sized enterprises to participate in the digital transformation ecosystem and strengthen connections with large enterprises and foreign-invested businesses.

At the same time, it proposed studying measures to help businesses access credit at reasonable interest rates through simplified procedures.

The Presidium further recommended that the government, ministries, sectors, and localities continue implementing and introducing additional fundamental and strategic measures to maintain security, social order, and safety.

Particular attention should be given to preventing online scams and high-tech crime, especially sophisticated methods of stealing personal data for fraudulent purposes, as well as the production and sale of counterfeit goods, unsafe food, and the use of the lean-meat promoting substance Salbutamol in livestock farming.

99.9% of voters’ recommendations addressed and answered

Regarding the handling of and responses to voters’ recommendations, Le Thi Nga, Chairwoman of the National Assembly’s Committee for People’s Aspirations and Supervision, said that 855 recommendations had been compiled through meetings between NA deputies and voters and forwarded to competent authorities for consideration.

To date, 854 recommendations have been addressed and answered, representing 99.9% of the total.

Specifically, the NA and its agencies received, studied, and responded to all 20 recommendations addressed to them.

Taking voters' recommendations into account, the NA has continuously renewed its working methods, placing the interests of voters and people at the forefront of legislative activities, supervision, and decisions on major national issues.

In legislative work in particular, the NA has demonstrated a strong spirit of reform and taken decisive action to remove bottlenecks, ensuring fundamental, long-term solutions as well as timely responses to practical requirements.

To date, according to the assessment of Party General Secretary and President To Lam, "institutional bottlenecks have basically been removed." This important result has been recognised and highly appreciated by voters and people.

The government, central ministries, and agencies have received, studied, addressed, and responded to 772 out of 773 recommendations.

Considering, resolving, and responding to voters' recommendations is among the key tasks to which the government, ministries, and agencies have paid particular attention. Numerous improvements have been introduced to ensure timely responses, help remove difficulties and obstacles arising in practice, and meet voters' legitimate needs and aspirations.

For several specific recommendations, ministries and agencies studied the issues and introduced practical solutions or provided comprehensive explanations addressing voters' concerns, which have received positive assessments.

"Overall, the government, ministries, and agencies have paid close attention to voters' recommendations, concentrated on studying and resolving them, and introduced numerous solutions in management and administration, linked with the implementation of socio-economic development tasks, macroeconomic stability, inflation control, and social welfare," Nga said.

However, the National Assembly Standing Committee's report identified four shortcomings.

First, the handling of and responses to voters’ recommendations by some ministries and agencies have not always addressed the main issues or clarified the roadmap for resolving them.

Second, voters’ rights and interests have been affected because legal documents have been slow to be amended or supplemented, or because inconsistencies remain among regulations.

Third, some recommendations have not been addressed promptly due to insufficient coordination among ministries and agencies, or between central agencies and local authorities.

Fourth, some responses have remained incomplete or inconsistent on issues of common concern to multiple localities.

On that basis, the NA Standing Committee put forward specific recommendations to ministries, agencies, and localities to promptly remove difficulties and obstacles and meet voters’ legitimate needs and aspirations.
