Lao Cai shares experience in Party leadership over oversight activities

The working session was chaired by Do Van Chien, Politburo Member, Standing Deputy Secretary of the National Assembly Party Committee, Standing Vice Chairman of the National Assembly, and head of the project’s steering committee.

According to the report, during the 2021-2026 term, the Standing Board of the Lao Cai Provincial Party Committee provided orientations for 15 important oversight programmes and thematic reviews; and gave opinions on the results of 25 oversight missions concerning major and complex issues such as land management, natural resources, minerals, compensation, site clearance, public investment, and the implementation of national target programmes.

The provincial National Assembly Deputies Delegation alone conducted six important thematic oversight missions and submitted 87 recommendations to central and local agencies. More than 80% of the recommendations were addressed by central agencies, while local agencies addressed 100%. The provincial People's Council conducted 78 thematic oversight missions, reviewed 339 reports, and issued 45 resolutions on oversight results.

At the working session, delegates focused on discussing and clarifying issues arising from practical experience, with emphasis on the leadership mechanisms of Party committees; the selection of oversight content and subjects; coordination mechanisms among agencies; the monitoring and urging of the implementation of conclusions and recommendations following oversight activities; and the requirements to continue renewing and improving the effectiveness of oversight activities under the two-tier local governance model.

Speaking at the working session, Duong Quoc Huy, Party Central Committee Member and Secretary of the Lao Cai Provincial Party Committee, affirmed that the occasion provided an opportunity to assess practical experience, contributing to the development of theory and the improvement of the Party's leadership methods over the oversight activities of the National Assembly and People's Councils in the new period.

Based on local experience, the Provincial Party Secretary proposed continuing to renew and promote the substantive role of Party committee leadership over oversight activities. Party committees should clearly set orientations on the key content, subjects, and timing of oversight; and strengthen coordination among agencies, ensure that oversight activities are carried out in accordance with their functions, powers, and in an effective manner, while limiting overlaps and duplication.

He proposed organising oversight teams in a streamlined and specialised manner, with the right issues selected. Conclusions and recommendations following oversight activities should be concise and clearly specify the tasks, responsibilities, deadlines, and results, while mechanisms should be established to monitor and assess follow-up actions after oversight activities, linking implementation responsibility to the assessment of task completion by the relevant agencies, units, and their heads.

Concluding the working session, Do Van Chien highly appreciated the results achieved by Lao Cai in leading and directing oversight activities. He also acknowledged a number of specific and practical approaches that could provide useful references for the building of the project. These are practical contents that should be studied and distilled for inclusion in the project, contributing to improving the quality and effectiveness of oversight activities.

The team's findings and practical experience from Lao Cai will be incorporated and consolidated to support research and the finalisation of the project for submission to the Politburo for consideration.
