Ha Noi accelerates ahead of new opportunities

With the motto “once we have said it, we must do it — quickly, correctly, effectively, and through to the end,” Ha Noi is making clear progress in leadership, management, and task implementation.

From removing bottlenecks in site clearance and speeding up infrastructure projects to developing new growth drivers, the city is gradually turning resources into tangible products, results, and economic value.

Taking tangible results as the measure

Recently, images of Nguyen Hoang Street in Tu Liem Ward circulated on social media, showing that, in just one day, local authorities had completely cleared structures that had violated regulations and remained in place for years. “I did not expect the ward authorities to act so quickly and decisively. I strongly support this approach,” said Nguyen Tuan Anh, a local resident.

This is one of many examples of the strong momentum seen across Ha Noi in recent times, from site clearance and the implementation of transport infrastructure and flood prevention projects to economic development decisions.

A similar story can be seen in the Hoang Cau–Voi Phuc section of Ring Road No. 1. After years of stagnation, the relevant units completed site clearance involving nearly 2,000 households and finished construction of the road in just eight months, with the exception of two flyovers scheduled to open to traffic at the end of this year.

Le Van Hung, a resident of O Cho Dua Ward, expressed his delight at the road’s expansion, which has created a more open space and made travel more convenient for residents. “I have followed the project since construction began, so I am very pleased to see the road completed in such a short time, transforming the appearance of the area day by day. Resolving the bottleneck in site clearance is a major breakthrough for the city,” Hung said.

To mark the 72nd anniversary of Ha Noi Liberation Day, the city will open Ring Road No. 2.5 to traffic. The project was implemented under an emergency construction order to address urgent traffic congestion bottlenecks.

At the beginning of 2026, many people thought the completion deadline for this project was still a long way off because of the extensive site clearance required, most of which involved residential land. However, with the city’s determination and decisive direction from the Secretary of the Ha Noi Party Committee, the entire political system joined efforts to raise public awareness, encourage cooperation, and promptly resolve obstacles. As a result, the project secured a cleared site in just five months.

Notably, the vast majority of residents whose land was subject to recovery expressed strong support. In Thanh Xuan Ward, for example, 700 households had to relocate, yet not a single case required forced eviction.

The city is not only concerned with how much capital it can mobilise, how many projects are approved, or how much funding is disbursed. It is placing greater emphasis on how much these resources have been converted into construction volume, output, revenue, jobs, production capacity, and added value for the economy.

According to Chairman of the Ha Noi People’s Committee Vu Dai Thang, the city’s approach to leadership and management is undergoing a clearer shift towards using tangible results as the yardstick. It is moving decisively towards target-based governance focused on growth and quantifiable outputs, shifting from handling individual procedures separately to resolving obstacles in a coordinated manner for each project, business, and growth driver. The city is not only concerned with how much capital it can mobilise, how many projects are approved, or how much funding is disbursed. It is placing greater emphasis on how much these resources have been converted into construction volume, output, revenue, jobs, production capacity, and added value for the economy.

Developing new growth drivers

As a leading force guiding development in the northern region, Ha Noi has clearly defined its economic growth model and growth drivers for the 2026–2030 period. Vice Chairman of the Ha Noi People’s Committee Nguyen Xuan Luu said that technological innovation would generate new productivity for the economy through several pillars: institutions, digital infrastructure and smart platforms; effective governance and digital government; the digital economy and new growth drivers; and digital society and social welfare.

On this basis, the capital’s new growth drivers are gradually taking clearer shape. The city is focusing on developing high-tech industries, electronics, semiconductors, automation, artificial intelligence, and supporting industries, while expanding industrial development space through infrastructure investment in industrial parks and clusters.

Hoa Lac Hi-Tech Park is oriented as a hub for research, development, and innovation, attracting R&D centres established by global technology corporations. The city is focusing on completing infrastructure at the Hoa Lac High-Tech Park for Biotechnology, developing clean industrial parks in Soc Son, Dong Anh, Phu Dong, and Phung Hiep, and studying the establishment of a free trade zone and large-scale logistics centres.

City leaders regularly review the implementation of commitments made and tasks assigned by the city to prevent projects from being delayed. Agreed plans are translated into specific tasks that deliver tangible results and contribute directly to growth.

Thanks to the coordinated implementation of these measures, the city’s growth in the third quarter of 2026 reached 10.02%, the highest level in the first three quarters of the year.

Overall, GRDP grew by 8.85% in the first nine months, higher than the 7.92% recorded in the same period of 2025. Budget revenue continued to be a bright spot, providing the city with important fiscal space to proactively allocate resources for development. As of September 30, total state budget revenue in the city reached 566.7 trillion VND, equivalent to 87.2% of the annual estimate and up 11.8% year on year.

At the same time, the city is stepping up the implementation of a range of other important tasks. It is urging and accelerating major projects, including the Ha Noi International Sports Urban Area, the Red River Landscape Axis, seven bridges across the Red River, the road connecting to Gia Binh Airport, Ring Road No. 4 in the Capital Region, the Medical Complex for Healthcare for the Elderly of Ha Noi Medical University Hospital in Hoang Mai Ward, and the Digital Technology Park and Mixed-use Complex in Tay Tuu and Phu Dien wards.

The city is also resolutely addressing obstacles facing public investment projects and thoroughly decentralising and delegating authority over investment procedures to speed up implementation and disbursement.

Alongside these achievements, city leaders have candidly acknowledged that administrative discipline and order, as well as the quality of coordination among some agencies and units, remain limited. Work is still sometimes handled slowly, responsibilities are not always clearly defined, and tangible progress has yet to be achieved in some areas. The development of social housing, construction of additional schools and healthcare facilities, traffic congestion, flooding, environmental pollution, and waste treatment all require continued focused efforts.

Ha Noi has grounds for determination and confidence, but must under no circumstances become complacent, to effectively fulfil its political tasks and develop the capital into an increasingly prosperous, civilised, and modern city, bringing happiness to its people.

Alongside efforts to address these shortcomings, municipal People’s Committee leaders said the city would continue to intensify socio-economic development measures to successfully achieve its double-digit growth target in 2026 and subsequent years.

To sustain double-digit growth over the long term, the city is also preparing the conditions needed to build new production capacity and open up new development space. These include developing science and technology, innovation, and digital transformation; high-tech industries and semiconductors; investing in an integrated urban railway system and promoting transit-oriented development (TOD); and making the fullest use of the special mechanisms provided for under the Capital Law.

Chairman of the Ha Noi People’s Committee Vu Dai Thang said that Ha Noi had grounds for determination and confidence, but must under no circumstances become complacent, in order to effectively fulfil its political tasks and develop the capital into an increasingly prosperous, civilised, and modern city, bringing happiness to its people.
