Ha Noi to develop five urban railway lines simultaneously

The Ha Noi Party Committee has agreed to simultaneously develop five urban railway lines, including lines 1, 2, 8, 10 and 14, under turnkey contracts, with the aim of completing and putting them into operation in 2030.

The decision was set out in Resolution No. 30-NQ/TU, issued on October 5, 2026, on signing and making advance payments under turnkey contracts for the construction of the five urban railway lines.

The simultaneous implementation of the projects, targeted for completion in 2030, has been identified as an urgent priority to develop strategic transport infrastructure, expand the capital’s development space, create new growth drivers and improve public passenger transport capacity.

According to a report submitted by the Party Committee of the municipal People’s Committee, a consortium comprising Vinhomes JSC and SGC Investment and Construction JSC was, at the time of reporting, the only business group ready to commit maximum resources to completing the projects by 2030.

The city will prioritise sufficient funding for advance payments and project implementation, including allocating funding from the 2026 municipal budget as proposed by the Party Committee of the municipal People’s Committee.

The resolution requires relevant agencies to urgently complete procedures for negotiating and signing the contracts and launching the projects, while ensuring strict compliance with regulations on advance payments and disbursement. Advance-payment guarantees and mechanisms for recovering advance funds must be put in place to prevent losses and waste.

The city will also review available resources and funding needs, and propose that central authorities provide support or advance funding where necessary. It will also develop special mechanisms and policies for major railway projects in the capital.

The resolution calls for stronger inspection and auditing of capital management, advance payments, disbursement and construction quality throughout project implementation.
