Upholding the leadership role of Party committees in publishing activities

Directive No. 04-CT/TW, issued by the Party Central Committee’s Secretariat on March 17, 2026, on strengthening the Party’s leadership over publishing activities in the new situation, clearly defines publishing as a sharp ideological activity of the Party, State, and people.

It is tasked with disseminating and promoting the building and protection of the Party’s ideological foundation, as well as the State’s policies and laws; it is also an important component of an advanced Vietnamese culture imbued with national identity, with the task of accumulating, creating, and disseminating cultural and spiritual values, building and nurturing the national knowledge base, and creating social value.

To fulfil these functions effectively, strengthening the leadership role of Party committees is of great importance, ensuring that publishing activities both meet political tasks and proactively innovate and adapt to developments in reality and readers’ needs.

In implementing Directive No. 04-CT/TW of the Party Central Committee’s Secretariat, the Party Committee and Board of Directors of the Ha Noi Publishing House organised the dissemination and study of the directive’s contents among all officials, Party members, and employees, and incorporated its implementation into the Party cell’s work programme and the publishing house’s production and business plan.

Notably, the leadership role of the Party committee goes beyond studying and implementing documents and is reflected in every stage of publishing activities. The Party committee regularly leads and directs the development of publishing plans and ensures that the content of publications is aligned with the political tasks of the central level and Ha Noi.

In particular, for topics related to politics, history, culture, seas and islands, national sovereignty, ethnicity, and religion, the Party committee directly monitors and directs the process, requiring multi-level appraisal and consultation with experts, scientists, and relevant management agencies before deciding whether to publish.

In this way, the leadership role of the Party committee is demonstrated throughout the entire publishing process, ensuring that each publication complies with the law and remains aligned with political and ideological orientations, thereby contributing to the effective implementation of the Ha Noi Party Committee’s action programme on developing publishing activities in the new situation.

Amid profound changes in publishing, the development of electronic publishing is significantly changing the way publications are organised, produced, and distributed, requiring publishing houses to proactively adapt, enhance professional capacity, and gradually innovate their operating methods.

These requirements mean Party committees must continue to renew their leadership methods towards a more practical and effective approach, with clear responsibilities and a focus on implementation outcomes.

At a recent conference reviewing publishing activities, representatives from publishing houses agreed that, at the present stage, alongside maintaining political and ideological orientations, Party committees need to lead their organisations in proactively renewing their operating methods, improving the quality of publications, and enhancing their capacity to adapt to the digital environment. This requirement is also linked to the Party’s major policies on developing science and technology, promoting innovation and national digital transformation, and developing Vietnamese culture.

Dr Tran Chi Dat, Director and Editor-in-Chief of the Science, Technology and Communications Publishing House, said that effective implementation of Directive No. 04-CT/TW requires stronger communication and dissemination efforts and greater awareness among agencies, organisations, officials, public employees, and organisations and individuals working in publishing, printing, and distribution about the role of publishing in the new stage of development.

At the same time, the leadership role of Party committees and Party organisations should be strengthened, with publishing development tasks linked to the Party’s major policies, particularly Resolution No. 57-NQ/TW on developing science and technology, innovation, and national digital transformation, and Resolution No. 80-NQ/TW on developing Vietnamese culture.

Practical experience from publishing houses shows that the leadership role of Party committees is reflected both in providing direction to ensure that publishing activities maintain their ideological orientation, objectives, and principles, and in creating conditions for organisations to proactively innovate and improve the quality and effectiveness of their operations.

In 2025, the Science, Technology and Communications Publishing House published more than 1,600 book titles, reaching 128% of its assigned target. Of these, 850 were e-book titles, surpassing the 750 print titles. In the first six months of this year, the publishing house continued to publish 750 publications, including 379 print books and 371 e-books.

Strengthening the leadership role of Party committees in publishing provides a solid foundation for the sector to effectively fulfil its role in disseminating knowledge, promoting positive cultural values, providing social orientation, and making practical contributions to the country’s rapid and sustainable development.
