Directive sets out digital transformation goals for publishing industry

The Party Central Committee Secretariat’s Directive No. 04‑CT/TW, dated March 17, 2026, on strengthening the Party’s leadership of publishing activities in the new context, reaffirms the status and role of publishing as a vital ideological field and sets out the requirement to advance the sector’s development.

The Directive calls for vigorous development of technologies and digital infrastructure, prioritising the release of digital publications and e‑books, and ensuring that all publishers participate in electronic publishing. The aim is to modernise operations so that publishing becomes a digital‑economy sector, playing a central role in the creation and dissemination of knowledge.

As the Party and State’s principal publisher of theoretical and political literature, National Political Publishing House – Truth has consolidated its position as a leading force in this field.

Over the past five years, it has edited and published more than 2,300 book titles, amounting to nearly 28 million printed copies, alongside over 1,000 electronic titles. These works meet high standards of scientific rigour, political accuracy and practical value, serving the country’s political, economic, cultural and social life effectively.

Pham Thi Thinh, Deputy Director‑Deputy Chief Editor of the Publishing House, emphasised that Directive No. 04 holds particular significance in providing both strategic orientation and strong impetus for the industry’s renewal. It helps reposition publishing within the national culture‑and‑knowledge ecosystem, in line with current circumstances.

In this new period, the National Political Publishing House – Truth is determined to modernise its management model, intensify the application of digital technology across its workflow, and diversify publication formats, with digital‑platform publishing identified as the key breakthrough for disseminating theoretical and political knowledge more widely.

In the context of deepening digital transformation, the vision of a professional, humane and modern publishing industry, closely integrated with digital technology and prioritising digital publications, represents a major shift in thinking and opens new opportunities for the sector.

Politburo Resolution No. 57‑NQ/TW, dated December 22, 2024, has provided momentum to accelerate this process and support publishing enterprises in adopting digital technology in their production and business operations.

By setting out concrete tasks and solutions, Resolution No. 57 encourages enterprises to invest in and upgrade digital infrastructure, develop electronic‑publishing platforms, and apply artificial intelligence (AI) and big data to optimise management and distribution.

The goal is to expand the share of the digital economy, enabling the publishing industry to grow its online business model and increase revenue from e‑books and audiobooks.

​Today, many new publishing formats are emerging and expanding rapidly, such as e‑books and audiobooks. Nationally, an average of nearly 600 million copies of books are issued each year.

In 2025, around 52,000 titles were published, with more than 610 million copies distributed. Of these, electronic publications grew sharply to over 5,200 titles, attracting around 35 million visits—an increase of nearly 66% compared with 2024. Thirty‑five out of 52 publishers have engaged in e‑book publishing and distribution (about 67%), showing that digital transformation is spreading widely across the industry.

The new orientations set out in Directive No. 04 place the publishing industry in a fresh position within the country’s cultural and economic framework.

Ngo Thi My Hanh, Deputy Director‑Deputy Chief Editor of the Science‑Technology‑Communication Publishing House, noted that in recent years the publishing house has achieved remarkable progress, positioning itself as one of the leading units in digital transformation. It has launched several digital platforms, including Book365.vn, Ebook365, and the national digital‑book system sachdientu.vn / ebook.gov.vn.

At present, digital publications are increasingly diverse, and electronic publishing accounts for more than half of total publications. These platforms host over 10,000 titles, including around 3,000 e‑books, audiobooks, multimedia books and 3D books.

The new orientations set out in Directive No. 04 place the publishing industry in a fresh position within the country’s cultural and economic framework.

This is not only an objective requirement but also an important political task: to transform publishing into a knowledge‑content industry, a core pillar in disseminating national knowledge, with the capacity to reach global audiences and contribute to the successful achievement of the country’s goals of rapid and sustainable development in the new era.
