Enhancing the role of National Assembly in promoting cooperation with Cambodia, Laos and Thailand

National Assembly (NA) Chairman Vuong Dinh Hue will attend the first Cambodia-Laos-Vietnam (CLV) Parliamentary Summit as well as pay a working visit to Laos from December 4 - 7 and an official visit to Thailand from December 7 - 12, at the invitation of his respective Lao and Thai counterparts — Saysomphone Phomvihane and Wan Muhamad Noor Matha.

The first CLV Parliamentary Summit takes place in the context that the relationship between the three countries has been constantly nurtured and developed, bringing practical benefits to the people of each country.

The official visit to Thailand by NA Chairman Vuong Dinh Hue is taking place at the time in which the two countries are celebrating the 10th anniversary of their strategic partnership.

The trip to Thailand marks Hue’s first official visit there as the NA Chairman of Vietnam as well as the first to Thailand by a Vietnamese leader since the country set up a new government.

In recent years, Cambodia-Laos-Vietnam relations have been strengthened in all fields. On the party channel, this relationship is enhanced through the successful organisation of annual meetings between the politburos of the Communist Party of Vietnam and the Lao People's Revolutionary Party and the Standing Committee of the Cambodian People's Party.

Last September, leaders of the three parties held a Vietnam-Cambodia-Laos High-Level Meeting, during which they agreed on major orientations for cooperation between the three parties and three countries in various fields for the common interests of the three peoples in the coming time.

Every two years, the Prime Ministers of the three countries discuss measures to promote cooperation and development in Cambodia-Laos-Vietnam Development Triangle Area and boost connection between the three economies.

Tripartite cooperation mechanisms among ministries, branches, and delegations of the three countries have also been promoted.

The relationship between the National Assembly of Vietnam and the legislative bodies of Laos and Cambodia has further developed, making important contributions to consolidating and promoting friendship and cooperation between the three countries.

Within the framework of the 43rd General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) in December 2022, the three countries’ NA chairpersons signed a joint statement on establishing the CLV Parliamentary Summit mechanism.

The mechanism aims to promote the implementation of cooperation agreements reached between the three countries.

The first CLV Parliamentary Summit is being held in Laos, with a focus on strengthening the parliaments’ role in promoting comprehensive cooperation between Cambodia, Laos, and Vietnam; and conveying the message of peace, friendship, solidarity and cooperation for prosperity and sustainable development.

The Vietnam-Thailand relations have continued to develop fruitfully in recent years. The two sides have actively promoted the action programme implementing the enhanced strategic partnership in the 2022-2027 period. Bilateral ties have been strengthened in terms of politics, defence, and security. High-level and all-level contacts at have been effectively maintained along with bilateral cooperation mechanisms.

The bilateral economic cooperation is a bright spot in the two countries' relationship. They are exerting every effort to implement the ‘Three Connects’ strategy, which covers supply chain; economies, businesses and localities; and sustainable growth strategies of the two countries.

The two sides have also paid due attention to promoting cooperation in culture, tourism, and people-to-people exchanges.

The two countries continue to coordinate closely at regional and international forums, especially the United Nations, ASEAN, and the Asia-Pacific Economic Cooperation (APEC), and mechanisms in the Mekong Sub-region.

Relations between the two legislative bodies of Vietnam and Thailand have been constantly being promoted while exchanges of high-level delegations between committees and parliamentarians have been well maintained, thus actively contributing to the bilateral friendship and cooperation.

NA Chairman Vuong Dinh Hue's attendance at the first CLV Parliamentary Summit aims to implement the Party's foreign policies and guidelines in promoting cooperation with Laos and Cambodia as well as the Politburo's conclusions on the strategic orientation for Mekong sub-regional cooperation by2030.

Meanwhile, his official visit to Thailand aims to continue implementing the foreign policy set at the 13th National Party Congress, and will contribute to consolidating political relations and promoting effective and substantive cooperation between Vietnam and Thailand.

May the working trip of NA Chairman Vuong Dinh Hue to attend the first CLV Parliamentary Summit be a great success, contributing to consolidating and strengthening the friendship, solidarity, and comprehensive cooperation between Cambodia, Laos, and Vietnam, while also promoting the sharing of experience and legislative, supervisory, and practical information among the three parliaments.
