Five pillars of Hanoi's development proposed

On February 23, the Provincial Planning Appraisal Council organised a meeting at the Headquarters of the Ministry of Planning and Investment to evaluate Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050.

There are currently 21 national plans and 8 provincial plans in the Red River Delta region that have been approved. The planning for the Red River Delta region, in which Hanoi Capital is one of the growth poles, has been approved by the Regional Planning Appraisal Council. It is in the process of being completed and is expected to be approved by the Prime Minister in March 2024.

The plan proposes the goal of developing the city into a cultural-civilized-modern capital where the quintessence of the whole country and humanity converge; the country's major economic-financial centre, with influence in the region; a growth pole with a leading and spreading role, promoting the development of the Red River Delta and the northern driving force region; as a centre of science, technology, and innovation; and a leading force in education and training according to international standards, with an advanced and modern medical system, a high level of competitiveness, and a level of development on par with the capitals of advanced countries in the region.

The plan also identifies the five pillars of Hanoi's development as: culture and heritage; three transformations (green transformation, digital transformation, circular economy); comprehensive, modern, and highly connected infrastructure; digital society, digital economy, and smart city; and science, technology, and innovation.

The planning also proposes four development breakthroughs: Institutional and governance breakthroughs; breakthroughs in investing in comprehensive, modern, and interconnected infrastructure; breakthroughs in developing quality human resources and exploiting human and natural resources; and breakthroughs in urban, environmental, and landscape development.

To help Hanoi City devise the highest quality planning, Minister of Planning and Investment Nguyen Chi Dung, Chairman of the Provincial Planning Appraisal Council, asked the delegates at the meeting to give their opinions with a focus on one main content number.
