The United Nation’s (UN) Universal Periodic Review (UPR) on human rights is one of the most important mechanisms of the UN Human Rights Council; therefore, Vietnam has always seriously participated in the UPR cycles over the past 18 years since the UPR mechanism was established (2006-2024), as well as fully implemented the recommendations that Vietnam accepted.

Being aware of the significance of the UPR mechanism, the Ministry of Public Security always attaches importance to implementing recommendations.

The Ministry considers this not only as the implementation of its responsibilities and obligations in State management in the field of national security and social order and safety, enhancement of international cooperation in the field of democracy and human rights but also as an opportunity for agencies and units under the Ministry and local Public Security to comprehensively review policies, laws and the practical process of ensuring human rights in public security work.

The forum contributes to improving the effectiveness of participation in the UPR Mechanism of the Ministry of Public Security in particular and Vietnam in general, in the upcoming UPR cycles.

In addition, the forum also aims to support the units under the Ministry of Public Security to overcome some difficulties and obstacles in developing and implementing plans.
