Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council, chaired the 13th meeting for the 2021–2026 term, at the Government Office, on the afternoon of August 8.
The event was also attended by Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Viet Nam Fatherland Front Central Committee, and Vice Chairman of the Council; Vo Thi Anh Xuan, member of the Party Central Committee, Vice State President, and First Vice Chairwoman of the council.

Prime Minister Pham Minh Chinh, head of the Steering Committee for reviewing and untangling knots in the legal document system, has emphasised the urgency of tackling legal obstacle, which is defined as the “breakthrough of breakthroughs” and the “bottleneck of bottlenecks.”
