Putting people at the centre

According to the Steering Committee for the implementation of national target programmes in Tay Ninh Province, communications work is a continuous task aimed at providing people with complete and timely information on the Party’s guidelines, the State’s policies and laws, and the objectives, tasks and implementation results of the programmes.

Communication content clarifies the links between new rural development, sustainable poverty reduction and socio-economic development in ethnic minority areas. It also contributes positively to the perceptions of localities, countries and investors of Tay Ninh as a province that consistently puts people at the centre.

A representative of the Tay Ninh Provincial Party Committee’s Commission for Publicity emphasised that a consistent focus was on fostering self-reliance, resilience and people’s determination to improve their own circumstances, particularly among poor households, near-poor households, those that had recently escaped poverty and ethnic minority communities.

Communications activities should promote livelihood development models, vocational training, job creation, production linkages and mutual support in poverty reduction. These efforts would help curb attitudes of dependence and reliance on assistance, working towards the goal of leaving no one behind. Communications also play an important role in countering information disseminated by hostile forces that continually seek to exploit religion and ethnicity to cause instability.

According to the Tay Ninh Provincial Department of Agriculture and Environment, the standing body of the Steering Committee, communications on new rural development will focus on planning, infrastructure development, the creation of bright, green, clean, attractive and safe landscapes, and the development of ecological agriculture and a circular economy, alongside the efficient use of resources and adaptation to climate change.

In addition, greater emphasis will be placed on communicating the shift in mindset from agricultural production to an agricultural economy; developing OCOP products, traditional craft villages, agricultural tourism and rural tourism; improving the operational efficiency of cooperatives; and strengthening market linkages for product distribution.

For sustainable poverty reduction, communications will focus on disseminating policies on livelihood support, vocational training, job creation, capacity-building and improving access to basic social services. Effective models for escaping poverty, together with successful approaches to production, business development and community cooperation, should be introduced so that people can refer to, learn from and adapt them to their actual circumstances.

In ethnic minority areas, communications content will be linked to economic development, improvements in material and spiritual well-being, the preservation of cultural identity, the promotion of indigenous knowledge, and the roles of respected individuals, hamlet heads, artisans, women and young people. Cultural preservation should be linked to livelihood development, distinctive products, OCOP products and community-based tourism.

Communications linked to the promotion of responsibility

The plan requires communications activities to be implemented regularly and continuously from the provincial level down to the grassroots, combining newspapers, radio, television, local broadcasting systems, social media and digital platforms. Policy content should be conveyed in forms that are easy to understand, remember and put into practice, such as news reports, articles, features, short videos, infographics, question-and-answer materials, electronic handbooks, discussions, forums and knowledge competitions. Communications products should be designed for reuse and wide sharing, while being appropriate for rural residents, ethnic minority communities and other relevant groups.

“Each year, at least one dedicated programme on the national target programme must be broadcast weekly on provincial television, and at least one dedicated section must be published in the provincial newspaper. Communications on digital platforms should also be intensified. Each commune and ward should aim to broadcast at least two radio news items or reports per week on new rural development, sustainable poverty reduction and socio-economic development in ethnic minority areas. In areas with large ethnic minority populations, particular attention should be paid to radio news items and reports in appropriate ethnic languages.

“In 2026, the focus will be on ‘Coordinated Policies – Unified Action’. In 2027, the emphasis will be on enhancing value and promoting green development in the rural economy. In 2028, the focus will be on developing livelihoods, increasing incomes and achieving sustainable poverty reduction. In 2029, priority will be given to green rural areas, digital communities and sustainable adaptation. In 2030, the goal will be modern, distinctive and sustainable rural areas, with no one left behind,” the Tay Ninh Provincial Department of Agriculture and Environment said.

The Tay Ninh Provincial Party Committee’s Commission for Publicity emphasised that, through the coordinated implementation of communications tasks and solutions during the 2026–2030 period, the province aims to improve access to policy information, promote public and community participation, and disseminate effective models and approaches to new rural development, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

Communications on the national target programme on new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026–2030 period also contribute to the responsibility of external communications, helping other localities and countries gain a better understanding of, and greater confidence in, the external relations policies of Tay Ninh and Viet Nam.
