With a total investment of more than 56.29 trillion VND (2.1 billion USD), the expressway is designed to ease congestion in the inner city, particularly on the overloaded ring road 3, while enhancing connectivity between Ha Noi, Hung Yen, and Bac Ninh.
Speaking at the ceremony, Chairman of the Ha Noi People’s Committee Tran Sy Thanh stressed that the project is a critical step to boost regional connectivity, ensure national defence and security, and create new development corridors for the capital and neighbouring provinces.
Component project 3 will be implemented under a public-private partnership (PPP) model, marking the first time this mechanism has been applied to such a large-scale project in Ha Noi. After the investor selection process and the establishment of a BOT company, the project is now ready for construction.
The expressway will stretch 113.5 km, including 103.8 km for the main route and a 9.7 km connecting section to the Noi Bai–Ha Long Expressway. In phase one, it will have four lanes, with bridges designed to be up to 24.5 m wide.
The route will feature 13 viaducts totalling nearly 81 km, 8 interchanges, 3 river-crossing bridges over the Hong Ha, Me So, and Hoai Thuong rivers, and 31 underpasses.
The ring road 4 project consists of seven component projects across Ha Noi, Hung Yen, and Bac Ninh, including land clearance, parallel roads, and the expressway.
