Positive results
After more than two years of implementing the Standing Board of Hung Yen Provincial Party Committee’s Conclusion No.223-KL/TU, dated June 24, 2021, on the project to promote investment attraction and improve the provincial competitiveness index (PCI) in the 2021-2025 period, with a vision to 2030, the business investment environment in Hung Yen Province has been improved with many positive results.
According to the Department of Planning and Investment of Hung Yen Province, the ranking result of the Provincial Competitiveness Index of Hung Yen Province in 2021 was at 39th position out of 63 provinces and cities in the country, up 14 places compared to 2020; in 2022, it ranked 14th, moving from an average ranking province to a good ranking one.
To achieve the above results, Hung Yen Province has implemented many synchronous solutions such as promoting administrative reform; cutting costs for businesses and people; improving transparency and fair competition. Departments, departments, branches, and localities have actively implemented administrative reform, focusing on accelerating the reduction of time for carrying out administrative procedures related to the fields of investment, enterprises, land and construction, insurance, tax, fire prevention, customs, labour, electricity access, etc.
The province also actively reviewed and evaluated administrative procedures in the implementation process, proposed to eliminate cumbersome and overlapping procedures that caused difficulties for people and organisations; removed unnecessary and unreasonable profile elements; integrated and drastically cut down application forms, declarations and documents with duplicate information content on the basis of application of digital technologies and available databases; and regularly provided prompt updates and publicised procedures in various forms to create favourable conditions for people and organisations to research and implement them.
Hung Yen has also implemented the construction of digital government, digital transformation; strong innovation and administrative reform, combining digital transformation at agencies, units, and localities. 100% of agencies and units have applied information technology and used software; sent and received documents via the network environment (except for confidential documents); sent and received electronic documents with specialised digital signatures via the network and software systems for document management and administration between agencies and units.
Hung Yen Provincial People's Committee also regularly organised many meetings and dialogues with businesses to strengthen coordination and improve the quality of business dialogue, and completely resolve outstanding opinions about difficulties and problems of businesses. In addition, departments, branches, and localities have also proactively resolved problems and difficulties for businesses in specialised fields.

The province also connected businesses to participate in several domestic and foreign trade promotion events, programmes, and conferences organised in a combination of in-person and online formats; and facilitated the consumption of the province's OCOP products with provinces and cities to promote trade promotion activities and advertising.
Hung Yen has effectively implemented the connection between vocational education institutions and businesses in all three stages of enrolment - training - labour reception, increasing the mobilisation of businesses' resources for vocational education; organised for students to visit, experience, and practice at businesses to meet the needs of the business.
Many conferences and seminars in the field of vocational education have been organised. In 2021 and 2022, Hung Yen created jobs for more than 50,000 workers, including about 4,500 workers sent to Taiwan (China), Japan, the Republic of Korea, etc., about 60 job trading sessions with over 856 businesses participating, and about 15,000 workers being consulted and interviewed directly.
The organisation of law enforcement has been promoted, with a focus on abolishing regulations that created legal compliance costs for market entry and legal compliance costs for building production and business facilities, strengthening handling, and effectively preventing situations of harassment and trouble for enterprises. In such fields as judicial assistance, lawyers, notaries, judicial expertise, asset auctions, secured transactions, commercial mediation, bailiffs and asset management and liquidation practice, legal aid continued to be paid attention to and effectively implemented. Especially, the ground clearance for projects and works in Hung Yen Province has been organised by all levels and sectors, with thousands of hectares handed over to works, projects, and investors.
As a result, in the 2021-2022 period, Hung Yen attracted 204 projects, including 145 domestic projects, with newly and additionally adjusted investment capital of about 6.758 trillion VND in the period, raising the total number of investment projects in Hung Yen to 2169 projects; of which, 1641 have received domestic investment capital, with a registered total of more than 319 trillion VND, and 528 have received foreign investment capital, with a registered total of more than 6.6 billion USD. Many large investment projects have been implemented and are being constructed, having spillover effects in the region such as: Dai An Urban Area Project, Deam City Urban Area; Hung Yen Dairy Factory Project, etc.
Hung Yen Province has been approved by the Prime Minister to add to the planning of 17 industrial parks with an area of more than 4,395 hectares; in which, 8 industrial parks have been put into operation and received investment projects, including: Pho Noi A Industrial Park, Pho Noi Textile Industrial Park, Thang Long II Industrial Park, Minh Duc Industrial Park, Yen My Industrial Park, Yen My II Industrial Park, Minh Quang Industrial Park, and KCN Industrial Park. The remaining industrial parks are in the process of implementing and completing legal procedures. In the 2021-2022 period, industrial park infrastructure investors have paid compensation for site clearance of about 752 hectares. In which, the expanded Pho Noi A Industrial Park has been leased by the People’s Committee of Hung Yen Province with more than 63 hectares; the clean industrial park has been leased by Hung Yen Provincial People’s Committee with over 141 hectares; Industrial Park No.5 has been leased by the Provincial People’s Committee with more than 137 hectares, and Thang Long II Industrial Park, phase 3, has been leased by the People's Committee of Hung Yen Province with more than 138 hectares. Industrial zones have invested in infrastructure construction of about 262 hectares.
From 2021-2022, Hung Yen Province established 10 industrial clusters with an area of more than 492 hectares, registered investment capital of 4.988 trillion VND, bringing the total number of industrial clusters in the province to 26. There have been 2 more industrial clusters that started construction of technical infrastructure including Pham Ngu Lao - Nghia Dan Industrial Park in Kim Dong District and Minh Khai Industrial Cluster in Van Lam District.
Continuing to improve the investment and business environment, increasing attractiveness
According to Director of the Hung Yen Provincial Department of Planning and Investment Trinh Van Dien, in order to continue to strongly improve the business investment environment, create new attractiveness, and maximise the mobilisation of non-budget capital sources for investment and development, Hung Yen is implementing a number of tasks and solutions such as strengthening discipline in the performance of official duties; promptly detecting, prevent, and resolutely handle troubling, harassing and negative acts of cadres, civil servants and public employees in dealing with people and businesses.
The province will also focus on diversifying resources to invest in building, renovating and upgrading socio-economic infrastructure in a synchronous and modern direction. In the immediate future it will complete the transport system connecting provinces, cities and economic zones in the country to serve the needs of travel, freight, trade between regions, while at the same time completing the system of electricity transmission, water supply, telecommunications, waste and wastewater treatment, infrastructure of industrial zones, clusters, social housing, etc., in order to create favourable conditions for investment attraction. In addition, it is necessary to create conditions to encourage the strong development of business support services, such as legal consulting services, corporate governance, market expansion, and so on.
Hung Yen will continue to accelerate the implementation of the "National Digital Transformation Programme to 2025, with orientation to 2030" in sync with the building of e-government, towards digital government, development of digital economy and society; promote administrative reform, focusing on implementing and improving the quality of online public service delivery at level 4 and integrated on the National Public Service Portal; effectively organise, implement, support and encourage innovative start-ups to create a favourable environment to promote and support the formation and development of fast-growing businesses, based on exploiting intellectual property, technology, new business model, focusing on potential industries, fields and strengths of the province.
It will also review, propose amendments, supplements and new promulgation of a number of mechanisms and policies, especially mechanisms and policies on land use, site clearance, support for technological innovation, trade building, etc. effective, supporting investment in essential infrastructure in the direction of openness, simple procedures, easy inspection and implementation; to form and promote the development of all kinds of markets, especially the markets for goods, labour, finance, and real estate, ensuring smooth, efficient, transparent operation, equal competition, and elimination of discrimination among economic sectors.
More attention will be paid to training and improving the quality of human resources, especially high-quality human resources, technical staff, skilled workers, industrial style, high sense of organisation and discipline to promote advantage of human resources, meeting the labour demand of investment enterprises.
