Implementing its provincial resolution on digital transformation, Hung Yen has introduced a number of mechanisms to accelerate the process such as approving version 2.0 of the provincial e-government architecture, issuing the assessment criteria for digital transformation, supporting small and medium enterprises in digital transformation and establishing a working group to implement the scheme on developing a population database, as well as electronic identification and authentication applications.
All Party and State agencies in Hung Yen now have local area networks connected with broadband internet and dedicated data transmission networks across provincial, district and commune level, with over 200 connectivity points.
Hung Yen has built a local government service platform (LGSP) that meets the standards set out by the Ministry of Information and Communications and has been linked to national information systems and databases. The administrative procedure processing portal is connected with the national public service portal, the national online payment support system, the national population database and the information systems of ministries through the LGSP. The system is providing a total of 1,834 administrative procedures, of which 951 or 59.6% are delivered entirely online.
Hung Yen’s official emailing system has granted 11,400 email addresses to 100% of officials and civil servants at provincial and district-level agencies and over 90% of those working at commune-level agencies. About 2,500 digital signatures have been granted to departments, bureaus, district and commune authorities, single-window units, leaders, secretaries and accountants for them to sign documents digitally.
All administrative agencies from the provincial to commune level are using software to manage their documents. The ratio of documents sent and received between state agencies completely via the online space has reached 99%.

Hung Yen has also completed building an intelligent operation centre (IOC), designed to analyse and utilise data and information in real time to help leaders make decisions and increase their interaction with the people, thereby enhancing the quality of services for enterprises and people.
The application of information and digital technology in state management activities has helped transform the face of the administration as well as the working style of public workers.
Digital technology is also being widely used in manufacturing, agriculture, healthcare, commerce and other services. Hung Yen currently has over 3,000 enterprises involved in business activities related to digital transformation and digital economic development, with about 420 specialising in telecommunications and information technology.
Tens of thousands of enterprises, cooperatives and household businesses are advertising and selling their products on various e-commerce platforms. The ratio of Hung Yen people with bank accounts is 86%. Payments for public services such as electricity, water, telecommunications, healthcare and education can all be made without using cash. The optical fibre network has been installed in 100% of villages and neighbourhoods, with 90% of households having access to broadband internet. More than 85% of adults are using smartphones.

Viettel is one of the companies which has actively taken part in Hung Yen’s digital transformation process by supporting Hung Yen City in building an intelligent operation centre and an app connecting people with the city’s government. The company also helped install security cameras at some important road locations to acquire information about the traffic situation and recognise vehicle registration numbers.
To continue making digital transformation more effective, Hung Yen Province will implement a number of tasks and solutions, including focusing on implementing the provincial digital transformation plan during the 2021-2025 period, with a vision towards 2030, as well as other approved digital transformation plans. The province will upgrade and perfect its information technology systems at agencies and organisations to meet all work requirements.
Hung Yen will work to ensure that 100% of eligible administrative procedures are provided entirely online on the province’s administrative procedure processing portal and synced with the national public service portal. The province will also step up the sending and receipt of documents integrated with digital signatures towards the goal that 100% of documents are issued and updated on the software system.
By 2025 Hung Yen aims to have 90% of dossiers at provincial level, 80% of dossiers at district level and 60% of dossiers at commune level being processed in the online environment.
Digital economic development will also be promoted by facilitating the development of digital technology enterprises, the application of digital technology in production and business and the development of digital products and services.
As part of its efforts, Hung Yen will carry out programmes to instruct people and enterprises on how to use online public administrative services, interact with state agencies through the web and reduce the acceptance and handling of paper dossiers. Training activities will also be increased to enhance the capacity of officials and public workers involved in digital transformation at departments and local authorities.
