The determination to act “faster and more boldly” demonstrated by the Government, ministries, sectors, local authorities, and businesses, as embodied in key infrastructure and transport projects, has helped inspire confidence and generate fresh momentum for the country’s socio-economic development, creating new impetus toward double-digit economic growth in the coming period.
Following the ground-breaking and inauguration ceremonies for major projects held on April 19, 2025 (marking the 50th anniversary of the Liberation of the South and National Reunification) and August 19, 2025 (marking the 80th anniversary of National Day), the groundbreaking, inauguration, and technical opening ceremony for 237 projects and works across 34 provinces and cities at 9:00 a.m. on December 19, 2025, was a meaningful event celebrating the 11th National Patriotic Emulation Congress and the 14th National Congress of the Communist Party of Viet Nam.
Projects that “defy sun and rain”
Despite difficulties related to site clearance, complex geological conditions and prolonged extreme weather with continuous heavy rains from the start of construction in late 2024 through mid-2025, construction momentum on the Huu Nghi–Chi Lang Expressway (Lang Son) and the Dong Dang (Lang Son)–Tra Linh (Cao Bang) Expressway has been maintained without interruption. Across construction sites of these two major projects, nearly 6,000 officials, engineers and workers, with 2,600 pieces of equipment, have worked day and night to accelerate progress, deploying hundreds of construction fronts racing against time toward the goal of opening the entire route on the national commemorative day of December 19, 2025, marking the 79th anniversary of the National Resistance Day.
According to Pham Duy Hieu, Deputy General Director of Deo Ca Group — the lead contractor in the consortium, the group fully understands the urgency of accelerating construction to bring this vital expressway into operation as soon as possible. In early September 2025, the group and its partners launched a 100-day-and-night emulation campaign to complete both projects, joining nationwide efforts to celebrate the 14th National Party Congress.
Similarly, in Ca Mau, the southernmost point of the country, as of December 16, the Can Tho–Ca Mau section of the Eastern North–South Expressway project (2021–2025 phase) continues to see intensive efforts to complete remaining components and finalise procedures for inauguration and technical opening, with the main route scheduled to be put into operation on December 19.
Notably, after months of intensive construction, the efforts of more than 15,000 officials and workers at the Long Thanh International Airport (Dong Nai) mega-project have begun to bear fruit. Phase 1 of the project has been largely completed and is ready for operation. According to Nguyen Tien Viet, Deputy General Director of the Airports Corporation of Viet Nam (ACV), in strict compliance with Government directives, ACV is concentrating all resources on the goal of basically completing Long Thanh International Airport and putting it into commercial operation in the first half of 2026. As planned, following the completion of the technical test flight on December 15, three official flights were scheduled to land at Long Thanh on December 19.
The strong vitality of patriotic emulation movements
According to the latest report submitted to the Prime Minister at the meeting of the Government’s permanent member on preparations for the ground-breaking, inauguration and technical opening of projects celebrating the 14th National Party Congress, as reported by the Ministry of Construction, a total of 234 projects across 34 provinces and cities have met the conditions for implementation as of December 14. Of these, 148 projects have broken ground, while 86 projects were inaugurated or technically opened. The total investment value of these projects exceeds 3.4 million billion VND, including more than 627 trillion VND from state budget sources for 96 projects (accounting for 18%), and over 2.79 million billion VND from other sources for 138 projects (accounting for 82%).
The Ministry of Construction proposed organising the ceremony in a hybrid format, combining in-person and online participation, connected via television links to 79 locations, including 12 in-person venues and 67 online broadcast points, symbolising the 79th anniversary of the National Resistance Day (December 19, 1946 – December 19, 2025).
Key venues include the ground-breaking ceremony of the Olympic Sports Urban Area project (Thuong Phuc Commune, Ha Noi City); the inauguration of several works and the launch of the first flight under the Long Thanh International Airport Phase 1 project (Dong Nai); the groundbreaking of the Component Project 1 under the Lao Cai–Ha Noi–Hai Phong Railway project; the groundbreaking of the Red River Landscape Boulevard Axis project in Ha Noi; the inauguration and technical opening of the main route of the Eastern North–South Expressway’s Can Tho–Hau Giang–Ca Mau section; and the ground-breaking of Phase 1 of the urban rail line project in the Phu Quoc special zone.
Chairing and delivering concluding remarks at the meeting, Prime Minister Pham Minh Chinh agreed on the organisational plan, with the central venue located at the ground-breaking ceremony of the Olympic Sports Urban Area project in Thuong Phuc Commune, Ha Noi City. The Prime Minister also instructed ministries, sectors, localities, and agencies to continue careful review and thorough preparation to ensure progress and quality, with clear task assignments in line with the “six clarities”: clear responsibility holders, clear tasks, clear timelines, clear accountability, clear authority, and clear outcomes.
Being connected at this major ceremony both directly and online is not only a source of pride for ministries, local authorities, and corporations, but also a shared joy for the entire nation, demonstrating that patriotic emulation movements aligned with political tasks consistently create sustainable value and contribute to national development.
According to Minister of Construction Tran Hong Minh, by December 19, 2025, the country completed and technically opened 3,188 km of expressways, completed 1,700 km of coastal roads, and completed the construction of Phase 1 of Long Thanh International Airport to meet the goal of serving technical flights. With these results, the fundamental targets for accelerating transport infrastructure investment set out in the Resolution of the 13th National Party Congress have essentially been fulfilled.
