The central venue was at the Olympic Sports Urban Area construction investment project (Thuong Phuc Commune, Ha Noi), with 11 main venues in Ha Noi, Ho Chi Minh City, Lao Cai, Bac Ninh, Quang Ninh, Hue, Quang Ngai, Lam Dong, An Giang, Can Tho, and Dong Nai, among others.
Following three nationwide rounds of simultaneous groundbreakings and inaugurations of key national projects in 2025, the country now has 564 works and projects with total investment of more than 5.14 quadrillion VND. Of which, private capital accounts for 3.84 quadrillion VND (74.6%) and state capital 1.3 quadrillion VND (25.4%). More than 140 major projects have been completed and put into operation and are proving effective in practice.
Projects marked by multiple “superlatives”
Issuing the order to break ground and inaugurate 234 major projects nationwide from the central venue, Prime Minister Pham Minh Chinh stressed that the government acknowledges and commends the efforts, determination, creativity and breakthroughs in thinking and methods shown by ministries, sectors and localities, as well as investors, contractors, and consultants — among whom the contribution of officials, engineers, workers, and labourers on construction sites must be recognised.
In Phu Thuong Ward (Ha Noi), National Assembly (NA) Chairman Tran Thanh Man attended the groundbreaking ceremony for the Red River Landscape Boulevard Axis project, with a planned study area of around 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge. Investment in the project is strategically significant in completing the transport infrastructure network, developing urban space along both riverbanks, and shaping a modern, sustainable, and emblematic urban landscape for the capital, while also helping drive development across the Red River Delta and the country in the new phase. The project is expected to be inaugurated on February 3, 2030.
In Ho Chi Minh City, Nguyen Van Nen, Politburo Member and Standing Member of the Documents Subcommittee for the 14th National Party Congress, attended the groundbreaking ceremony for the Youth Cultural House project at No. 4 Pham Ngoc Thach Street. The project has received a total investment of more than 2.24 trillion VND, comprising four basement levels and 21 above-ground floors, with a total gross floor area of more than 93,500 m². It has been designated as a key cultural facility in meeting the needs of young people for activities, learning, creativity, and personal development in the new period.
This is among the city’s emblematic cultural works in the context of digital transformation, innovation, and deeper international integration. The project is scheduled for completion and operation in 2028.
Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, attended the groundbreaking ceremony for the Ben Thanh–Can Gio Metro project, with VinSpeed High-Speed Rail Investment and Development Joint Stock Company (under Vingroup) as the investor. The metro line is about 54 km long, built to double-track standards with a 1,435 mm gauge and a design speed of 350 km/h, and the preliminary total investment (excluding site clearance) is about 102 trillion VND.
Once in operation, the metro is expected to significantly reduce travel time from central Ho Chi Minh City to Can Gio to around 20 minutes, opening new development space for the city’s southern area, especially Can Gio.
Nguyen Hoa Binh, Politburo Member and Permanent Deputy Prime Minister, attended the inauguration of the Noi Bai International Airport Terminal T2 expansion project — an undertaking of strategic significance in upgrading aviation infrastructure at the gateway to the capital.
The inauguration of the project at this time is of particular importance, easing overload pressure at the largest aviation gateway in northern Viet Nam ahead of the Tet peak and the 2026 tourism season. Beyond expanding in terms of physical capacity, Terminal T2 also symbolises a major shift in the digital transformation strategy. For the first time, a fully integrated digital technology ecosystem has been rolled out at an international terminal in Viet Nam, moving from manual procedures to automation, optimising operational capacity and elevating the passenger experience to levels comparable with advanced airports in the region and worldwide.
Helping local economies take off
The groundbreaking ceremony for the second phase of the Tuyen Quang–Ha Giang Expressway project and the technical opening of the first phase in Bac Quang Commune was attended by Do Van Chien, Politburo Member and Standing Vice Chairman of the National Assembly. The first phase has total investment of more than 3.68 trillion VND, built to a two-lane standard and extending more than 27 km; it has now reached the finish line. The second, from Tan Quang Commune to Thanh Thuy Border Gate, is more than 57 km long, with total investment exceeding 14.8 trillion VND, helping address transport “bottlenecks” and creating a key driver for regional socio-economic development.
In Ninh Binh, Deputy Prime Minister Le Thanh Long, together with leaders of several central ministries and agencies, attended the inauguration ceremony for Bach Mai Hospital and Viet Duc Friendship Hospital (Facility 2).
These two important projects were launched in 2015 but faced prolonged difficulties and obstacles during implementation, leading to extended delays. Now, after more than 10 months of resumed construction, both projects have been completed ahead of schedule, while procurement and installation of medical equipment have shown positive results.
Sharing in the nationwide atmosphere, at Dong Pho Moi Industrial Park, Lao Cai Province — the main venue for sub-project 1 of the Lao Cai–Ha Noi–Hai Phong railway construction investment project — the groundbreaking ceremony was held in a festive spirit, drawing the attention of many local residents.
The project comprises a main line stretching more than 390 km and a branch line of about 27.9 km, built to a 1,435 mm gauge using conventional rail-based railway technology. Total investment exceeds 203.2 trillion VND, with completion targeted for 2030.
Nguyen Tuan Anh, Chairman of the Lao Cai Provincial People’s Committee, pledged to focus on resolving difficulties, perform well in site clearance, and work closely with relevant agencies and units to ensure the project’s progress and quality.
Opposite Trang Due Industrial Park (Hai Phong), the Trang Due social housing complex stands out with modernly designed residential blocks, interspersed with playgrounds and green parks. Within a 1 km radius are markets, schools, and service outlets, underscoring its image as a symbol of a new generation of modern, civilised, and liveable social housing.
The project has total investment of nearly 1.6 trillion VND, covering more than 31,000 m², comprising 10 fifteen-storey apartment buildings with a total of 2,538 social housing units. To date, seven out of ten buildings with 1,770 apartments have been completed and are ready for handover, the remaining three buildings are continuing with urgent construction.
Chairman of the Hai Phong City People’s Committee Le Ngoc Chau assessed that the project is of great significance, helping workers in Trang Due Industrial Park and across the city settle down, improving quality of life and labour quality, and contributing to the city’s socio-economic development. It also supports the city’s efforts to complete nearly 11,000 social housing units in 2025.
The atmosphere at the groundbreaking ceremony for the infrastructure development project at Que Vo II Industrial Park – Phase 2 (Bac Ninh) was vibrant. With a total area of more than 277 hectares, the industrial park is scientifically and modernly planned, with 194 hectares of land allocated for factories — creating strong momentum for local socio-economic development and attracting domestic and international investment.
Chairman of the Bac Ninh Provincial People’s Committee Pham Hoang Son affirmed that breaking ground on the project is of particular importance for expanding the industrial development space and meeting the demand for new investment projects, especially high-tech and environmentally friendly projects.
In the Central and Central Highlands regions, Deputy Prime Minister Ho Quoc Dung attended the groundbreaking ceremony for the Quy Nhon–Pleiku Expressway project, which is 125 km long and passes through 16 communes and wards of Gia Lai Province, with a total investment of 43.7 trillion VND.
This is a key national transport project of major importance in strengthening inter-regional connectivity, promoting socio-economic development, and ensuring security and defence for the Central Highlands, especially Gia Lai Province.
In Cao Lanh Ward (Dong Thap Province), on the morning of December 19, at the inauguration ceremony for the project to “restore, renovate and promote the value of the Nguyen Sinh Sac Relic Site” — the father of the great President Ho Chi Minh — crowds solemnly paid their respects at the tomb of the Deputy Scholar Nguyen Sinh Sac and visited a dignified and warm cultural-historical space. The relic site covers nearly nine hectares.
The inauguration took place on the same occasion as Dong Thap Province’s ceremony to receive the certificate recognising the Tomb of Nguyen Sinh Sac as a Special National Relic, as well as to mark his 96th death anniversary.
