The congress was attended by Nguyen Minh Triet, former Politburo member and former State President. Also present were Party Central Committee members Nguyen Van Duoc, Deputy Secretary of the municipal Party Committee and Chairman of the Ho Chi Minh City People’s Committee; Vo Van Minh, Deputy Secretary of the municipal Party Committee and Chairman of the municipal People’s Council; and Professor, Doctor Nguyen Thi Thanh Mai, Director of Viet Nam National University, Ho Chi Minh City.
The congress adopted the action slogan “Solidarity – Innovation – Sustainable Development” and marked an important event for the city’s business and business community following the merger of Ho Chi Minh City, Binh Duong, and Ba Ria–Vung Tau. The theme for the 2026–2031 term is “Innovative Enterprises – Federation Standing Alongside – City Sustainable Development”.
The congress marked an important milestone, opening a new phase of development for the association and the city’s business community. It also set out the direction for the 2026–2031 term, with HUBA continuing to strengthen its role in representing, connecting, and supporting businesses.
The congress completed all items on its agenda, adopted key documents, consolidated its leadership for the new term, and set out its operational direction for 2026–2031, marking the organisation’s transition into a new phase of development as the representative body of the city’s business community.
The congress elected a 93-member HUBA Executive Committee and a seven-member Inspection Committee for the 2026–2031 term. At its first meeting, the Executive Committee elected Mai Huu Tin, Chairman of the Board of Directors and General Director of U&I Investment Corporation, as Chairman of the Ho Chi Minh City Association of Enterprises for the 2026–2031 term.
The congress set six objectives, along with six key tasks and five specific targets, for implementation during the 2026–2031 term. HUBA aims to strengthen its role in bringing together the city’s business associations and major enterprises; serve as a robust bridge between businesses and relevant stakeholders; enhance cooperation and resource connectivity; contribute to improving business competitiveness; and promote the city’s socio-economic development across key sectors.
