Ha Noi breaks ground on seven major projects to celebrate 14th National Party Congress

On December 19, Ha Noi simultaneously broke ground on seven major investment projects and large-scale construction works, creating a vibrant emulation movement and spreading confidence and expectations for a new phase of development of the capital.

The organisation of ground-breaking ceremonies for large-scale investment projects and construction works is a practical activity to celebrate the 14th National Party Congress, contributing to the city’s projected GRDP growth of 11% or more in 2026 and the following years.

Ha Noi was selected as one of the two important broadcast hubs nationwide under the programme’s content.

The central broadcast hub was set up at the ground-breaking site of the Investment Project for the Construction of the Olympic Sports Urban Area. From this hub, the programme was connected online to 79 other hubs nationwide, including key projects and works initiated or inaugurated at the same time by central ministries, sectors, and localities, thereby creating a unified organisational scale with strong nationwide impact.

The main broadcast hub of Ha Noi was arranged at the Investment Project for the Construction of the Red River Landscape Boulevard Axis, reflecting the role of this project in the capital’s strategy for urban space, landscape, and infrastructure development.

The Red River Landscape Boulevard Axis project aims to realise the dream of a harmoniously developed capital worthy of its position as the country’s political, economic, and cultural centre.

The project has a preliminary total investment of approximately 925 trillion VND, a total implementation area of about 9,171 ha, and a projected population of around 751,000 people. It will be implemented across 11 communes of Ha Noi (including Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa), and is oriented to develop into a modern integrated sports–urban complex, fully capable of enabling the capital to host continental and international sporting events such as the ASIAD, the Olympic Games, and the World Cup.

The highlight of the project is the Dong Drum Stadium, a national-level facility developed on a 73.3 ha area, with a capacity of up to 135,000 seats. It is designed to FIFA standards and features the world’s largest automatic retractable roof.

According to the plan, the stadium component will be completed in August 2028, gradually forming a sport–urban centre of regional and international stature in the capital city of Ha Noi.

The Investment Project for the Construction of the Red River Landscape Boulevard Axis has a received a preliminary total investment of approximately 855 trillion VND with a research area of about 11,000 ha. It includes an approximately 80 km-long landscape transport axis, a system of parks, public spaces, and urban regeneration zones, and is identified as a strategic urban infrastructure project aimed at restructuring the development space on both sides of the Red River.

The sub-project being broken ground is the Phu Thuong Ward Public Park, with an area of about 2 ha and a preliminary total investment of approximately 670 billion VND, contributing step by step to the realisation of the goal of developing the Red River into a green axis, a landscape axis and a cultural axis of the capital.

Among key transport projects, Ha Noi organised the groundbreaking of the Investment Project for the Construction of the Ha Noi Urban Railway Line No. 5 (Van Cao–Ngoc Khanh–Lang–Hoa Lac), with a total length of nearly 40 km and a total investment of more than 72 trillion VND. The project plays an important role in reducing traffic congestion, promoting urban development under the transit-oriented development (TOD) model, and connecting the central area with the western part of the city.

In addition, the city also broke ground on the Investment Project for the Construction of the Road Connecting Gia Binh Airport with the Capital Ha Noi under the public–private partnership (PPP) model, using a build–transfer (BT) contract, with a total investment of nearly 33 trillion VND. This is an important external transport route serving regional connectivity and the reception of high-level international delegations, with an urgent schedule requirement to meet preparations for the organisation of APEC 2027.

Alongside major infrastructure projects, Ha Noi simultaneously broke ground on many works and projects of social significance in the fields of urban development, housing and public spaces.

These include the Investment Project for the Construction of the Tien Duong 1 Social Housing Area (commercial name: Tien Duong Park City) in Phuc Thinh Commune. This is the first independent (concentrated) social housing urban area model in Ha Noi to be launched, with a projected total investment of more than 9.3 trillion VND. The project will provide about 4,000 modern social housing apartments, contributing to the realisation of social housing development goals while meeting people’s housing needs.

The Investment Project for the Office, Hotel and High-end Apartment Complex (Times Square Ha Noi Complex) is being built on Pham Hung Street, Yen Hoa Ward. It combines commercial–service functions, offices, and high-end apartments, contributing to modern urban development and meeting demand for high-quality commercial and service facilities. The project’s total investment is 4.998 trillion VND.

An investment project for the renovation, embellishment, and redevelopment of the linear park along both sides of the To Lich River was launched in Nghia Do Ward, aiming to improve the environment and landscape and gradually revive the river closely associated with the history and urban life of Ha Noi. The project’s total investment is estimated at about 4.665 trillion VND.
