Practical implementation of the Secretariat’s Directive No. 50-CT/TW in Tay Ninh Province demonstrates that wherever Party committees prioritise innovating meeting content and methods, strengthening member management, and accelerating digital transformation in Party work, Party organisations are consolidated, and Party members increasingly demonstrate their pioneering and exemplary roles.
Linking Party cell meetings with the execution of local tasks
The Ben Luc Commune Party Committee currently oversees 7 grassroots Party committees and 41 grassroots Party cells (including hamlet-level cells), comprising 1,930 Party members. Party building and the strengthening of the political system are identified as core tasks, creating a foundation for the locality’s stable and sustainable development.
Tran Thanh Phong, Secretary of the Ben Luc Commune Party Committee, stated: “In implementing Directive No. 50-CT/TW, the Commune Party Committee assigns specific committee members to oversee and participate in the meetings of various Party cells.
“This enables the committee to gain a firmer grasp of the situation at the grassroots level and to provide timely guidance and solutions for difficulties and obstacles. Inspection and supervision efforts have been intensified, ensuring that Party cell activities remain closely aligned with resolutions and local political tasks.”
At the Hamlet 2 Party Cell, the innovation of meeting practices began with addressing specific issues. Instead of spending excessive time disseminating documents or making general assessments, the cell focuses on discussing complex challenges and issues directly affecting the lives of residents, thereby reaching a consensus on approaches, assigning tasks, and monitoring results.
Nguyen Van Tho, Secretary of the Hamlet 2 Party Cell, stated: “Prior to each Party cell meeting, officials and Party members are provided with information, documents, and updates on the local situation one to two days in advance so they can study the material and prepare their input. Key tasks are detailed on a monthly basis, with designated personnel, implementation methods, and schedules clearly defined.”
The collection of agricultural fees serves as a prime example. There are approximately 600 land-using households in the area, many of which have relocated from other localities, complicating the processes of verification and collection.
The Party cell raised this issue during its meetings, reaching a consensus on classifying households, establishing collection teams, and assigning officials and Party members to conduct outreach and advocacy. At the same time, they guided residents on paying fees via the E-Tech Mobile application.
In the first seven months of 2026, Hamlet 2 collected 107 million VND out of the assigned target of 162 million VND, achieving a rate of 66.3%. Regarding the implementation of embankment and landslide prevention projects affecting approximately 45 households, the Party cell reviewed and categorised the households and assigned Party members to lead advocacy efforts, thereby fostering public consensus.
These concrete examples demonstrate that the quality of Party cell meetings is not merely about adhering to schedules or covering required content; more importantly, it ensures that resolutions are translated into real-world action, that residents’ concerns become topics of discussion within the cell, that tasks are specifically assigned to individual Party members, and that implementation results serve as the basis for evaluating the responsibilities of both the Party organisation and its members.
In Kien Tuong Ward, the Ward Party Committee oversees three grassroots Party committees, 12 grassroots Party cells, and 14 affiliated neighbourhood Party cells, comprising over 1,000 Party members.
Le Thanh Dong, Secretary of the Ward Party Committee, stated that the committee assigns members to monitor and participate in the activities of these cells while simultaneously strengthening inspection and supervision to provide timely guidance and resolve emerging issues.
The Party cells have largely maintained a routine schedule of regular meetings, with content closely aligned with their functions and duties and focused on practical issues. The application of information technology — such as using digital presentations during meetings — has gradually fostered an atmosphere conducive to dialogue and enhanced the effectiveness of discussions.
According to Vo Duc Trong, Head of the Tay Ninh Provincial Party Committee’s Organisation Commission, Party committees and organisations have promptly grasped and concretised the resolutions, directives, conclusions, regulations, and guidelines issued by the central authorities and the provincial Party committee regarding the improvement of Party cell meeting quality.
Emphasis has been placed on Party member management, contributing to a reduction in the number of members being removed from the rolls or voluntarily withdrawing from the Party. During the 2020–2025 term, the province recorded 1,842 cases of members being removed or withdrawing — a 51.3% decrease compared to the 2015–2020 term; specifically, there were 417 such cases in 2025.
Innovating methods and enhancing responsibility
The quality of Party cell meetings in Tay Ninh has seen positive changes; the participation rate of members in regular meetings exceeds 90%, and 97% of Party cells are rated as “good”.
Digital transformation in Party work has also been accelerated. Accounts have been issued to 100% of Party cells and members across the province, and 91.6% of members use the “Electronic Party Member Handbook” application.
Various models — such as “Digital Party Cell”, “Digital Party Member”, “Young Party Members Assisting Seniors with Digital Technology”, “One Key Topic per Meeting”, and “Party Cell 4.0” — have been implemented, creating new ways to enhance the effectiveness of meetings.
Alongside content innovation, inspection, supervision, and guidance efforts have been strengthened. The Standing Committee of the Provincial Party Committee established a team to oversee the implementation of Directive No. 50-CT/TW across seven commune and ward Party committees.
Party committee members and leaders of advisory bodies regularly attend Party cell meetings to stay informed of the situation, provide guidance, and help resolve difficulties at the grassroots level.
However, the quality of meetings in some party cells remains limited; content is slow to innovate; thematic meetings in some areas are not closely aligned with political tasks or local specificities; and the depth of discussion, self-criticism, and criticism is insufficient.
Instances of members being removed from the rolls or voluntarily leaving the Party stem primarily from a lack of full awareness — among some party committees, cells, and members — regarding the significance and role of party cell meetings.
Additionally, some members work far away or face difficult circumstances that limit their ability to attend, while the monitoring of members' mindsets and the provision of support remain untimely in certain areas.
To improve the quality of party cell meetings in the coming period, the Tay Ninh Provincial Party Standing Committee has issued a directive focused on enhancing meeting quality, managing and educating members, and reducing the number of members removed from the rolls or voluntarily leaving the Party during the 2026–2030 period.
The province aims to achieve the following annually: a reduction of at least 10% in members removed or voluntarily leaving; 100% of cells maintaining regular meeting schedules; over 90% of cells using the “Electronic Party Member Handbook”; over 90% of cells rated as having “good” or better meeting quality; and 95% of cell secretaries receiving professional training.
To achieve these goals, the Tay Ninh Provincial Party Committee has identified the primary tasks as raising the awareness and sense of responsibility among party committees, cell secretaries, and individual members, as well as carefully preparing meeting content — selecting key issues that are closely aligned with political tasks and matters of public concern.
Concurrently, strengthen the management, education, training, and support of Party members, particularly those facing hardship, working far from home, or exhibiting ideological tendencies that require attention.
Digital transformation must be linked to innovating leadership methods and enhancing the quality of the preparation, organisation, and follow-up of Party cell meetings, with a particular focus on supporting older Party members who have limited access to technology.
When Party cell meetings are substantive, democratic, and grounded in the grassroots reality — and when every resolution is translated into specific assignments regarding personnel, tasks, timelines, and expected outcomes — they contribute to the successful fulfilment of political missions at the grassroots level.
