Lao top leader pays State visit to Vietnam

At the invitation of General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam and his spouse, General Secretary of the Lao People's Revolutionary Party (LPRP) Central Committee and President of Laos Thongloun Sisoulith and his spouse begin their State visit to Vietnam on September 10.

Accompanying the delegation are members of the Politburo: Bounthong Chitmany, Permanent Member of the Secretariat and Vice President of Laos; Sonexay Siphandone, Prime Minister; Chansamone Chanyalath, Deputy Prime Minister and Miniter of National Defence; Khamphan Phommathat, Secretary of the Lao People's Revolutionary Party (LPRP) Central Committee and Head of the Party Central Committee's Inspection Commission; Vilay Lakhamphong, Deputy Prime Minister and Minister of Public Security; Sisay Ludetmounsone, Secretary of the LPRP Central Committee and Head of the LPRP Central Committee's Organisation Commission; Saleumxay Kommasith, Deputy PM and Minister of Foreign Affairs. Additional delegation members include LPRP Central Committee Members: Chairwoman of the Presidential Office Khemmani Pholsena, Minister of Planning and Investment and Chairman of the Laos - Vietnam Cooperation Committee Phet Phomphiphak, Minister of Energy and Mines Phosay Sayasone, and Head of the LPRP Central Committee's Commission for External Relations Thoongsavanh Phomvihane; among other key officials: Malaythong Kommasith, Alternate Member of the LPRP Central Committee and Minister of Industry and Commerce, Miniter of Public Works and Transport Ngampaxong Muangmani, Acting Governor of the Bank of the Lao PDR Vathana Dalaloy, Lao Ambassador to Vietnam Khamphao Ernthavanh, and Deputy Head of the LPRP Central Committee's Office and Assistant to the LPRP General Secretary Phakham Inseng.

General Secretary of the LPRP Central Committee and President of Laos Thongloun Sisoulith was born on November 10, 1945, in Houaphanh Province, and graduated from Pedagogical College of Neo Lao Hak Sat (Lao Patriotic Front), Houaphanh Province. He earned a Master's degree in Linguistics and Literature from the Gerzen Pedagogy Institute in Saint Petersburg, Russia, and a PhD in the History of International Relations at the Academy of Social Sciences, Moscow, in the former Soviet Union.

From 1967 to 1986, he held various positions at the Educational Department of the Neo Lao Hak Sat in Houaphanh Province; the Office of the Representative of the Neo Lao Hak Sat in Hanoi; Vientiane University; Minister of Education; and the Prime Minister’s Office.

He was Deputy Minister of Foreign Affairs (1987-1992); Minster of Labour and Social Welfare (1993-1996); a National Assembly (NA) Deputy and Chairman of the NA's Foreign Affairs Committee (1997-2001); Deputy Prime Minister, President of the Committee for Planning and Investment, President of the Investment Management Committee, President of the National Committee for Energy and the Lao NA Deputy (2001-2006); Deputy Prime Minister and Minister of Foreign Affairs of Laos (June 2006 – March 2016). He served as Prime Minister of Laos from April 2016 to March 2021.

On January 15, 2021, at the first session of the 11th LPRP Central Committee, he was elected the Party General Secretary. On March 22, 2021, at the first session of the 9th National Assembly, he was elected President of the Lao People's Democratic Republic.
