Law on Environmental Protection discussed

Deputy Prime Minister Tran Hong Ha chaired a meeting to give opinions on the completion of the Draft Decree amending and supplementing Decree No.08/2022/ND-CP, detailing several articles of the Law on Environmental Protection at the Government Headquarters on September 6.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasised that, along with promoting decentralisation and delegation of power to localities, it is necessary to have regulations associated with the responsibilities and authorities of communes and wards; review detailed appendices, with clear, easy-to-understand and easy-to-implement quantitative criteria, in the direction of management according to objectives, nature, level of impact and nature of sources of environmental pollution, not just the scale and scope of the project.

The Deputy PM requested the Ministry of Natural Resources and Environment to continue to follow the Law on Environmental Protection and specialised laws closely; promote the settlement of administrative procedures in the electronic environment; continue to assess the impact of environmental protection policies and recycling incentives on businesses; research and forecast new areas and types of waste to calculate and design mechanisms and policies for environmental protection early and from afar.

He also commented on the proposal to integrate many works and projects in the same area when granting environmental licenses; assess the environmental impact of projects using land converted from rice-growing land and the authority assigned to ministries and branches to issue environmental protection standards in specialised fields; requirements for environmental impact assessment from the project preparation stage to request investment policies; mechanisms for using protection funds and waste treatment contributed by enterprises, etc.
