The 2025 SCO Summit in Tianjin is the most important event among more than ten activities organised by China in as rotating chair for 2024-2025. The Chinese Ministry of Foreign Affairs emphasised that this year’s summit will mark an important milestone in the SCO’s history, underscoring the organisation’s growing role in maintaining security, promoting cooperation and contributing to peace and stability in the region and worldwide.
The 2025 SCO Summit is expected to welcome more than 20 leaders from 10 official member states, one observer state, seven dialogue partners, and a number of other countries participating as guests of the host country. The summit is scheduled to adopt key documents such as the Tianjin Declaration, a ten-year development plan for the SCO, and a declaration on the 80th anniversary of the end of World War Two.
Prime Minister Pham Minh Chinh’s attendance at the 2025 SCO Summit as a guest of the host country, together with his important speech at an expanded session of the summit is an opportunity to highlight Viet Nam’s socio-economic development achievements, reaffirm its determination to maintain growth targets, and ensure rapid and sustainable growth. It is also a chance for Viet Nam to attract resources for its development goals, particularly in 2025, a year of acceleration and breakthroughs in fulfilling the objectives set by the 13th National Party Congress and in preparation for the 14th National Party Congress.
During the working visit, Prime Minister Pham Minh Chinh will engage in bilateral activities in China. As two neighbouring socialist countries, Viet Nam and China have, over more than 70 years since establishing diplomatic relations, nurtured a fine and united neighbourly relationship while sharing many cultural and historical values.
The Vietnamese Party and State consistently regard the development of relations with China as an objective necessity, a strategic choice, and a top priority in its overall foreign policy. Since the elevation of bilateral ties to the Viet Nam-China community with a shared future that carries strategic significance in December 2023, relations between the two countries have continued to maintain positive momentum, registering clear and fairly comprehensive progress.
Economic, trade and investment cooperation is a bright spot and a vital pillar in overall bilateral relations. In 2024, Viet Nam remained China’s largest trading partner in ASEAN, with bilateral trade reaching 205.2 billion USD. In the first seven months of 2025, bilateral trade turnover reached 136.47 billion USD. While the two sides have already reaped significant achievements, there remains considerable potential for further economic and trade cooperation in the future.
Against this backdrop, Prime Minister Pham Minh Chinh’s bilateral engagements in China convey a consistent message from the Vietnamese Party and State regarding the wish to sustain high-level strategic exchanges and strengthen political trust between the two countries. These efforts contribute to promoting the continued sound development of Viet Nam-China relations across strategic cooperation areas, as well as in security, global governance, culture and tourism.
Prime Minister Pham Minh Chinh’s participation in the 2025 SCO Summit and working visit to China represents an important step in implementing Viet Nam’s foreign policy of independence, self-reliance, diversification and multilateralisation, as well as proactive and active comprehensive, extensive and effective international integration.
